Job ID 2610774Location Camp Smith, HI, USDate Posted 2026-03-30Category Defense/IntelSubcategory Military OperationsSchedule Full-TimeShift Day JobTravel Yes - 10% of the timeMinimum Clearance Required SecretClearance Level Must Be Able to Obtain TS/SCIPotential for Remote Work ORA_ON_SITEDescriptionSAIC is seeking an Exercise Scenario Manager located at Camp Smith in Hawaii to support USINDOPACOM J732 to lead the development and implementation of training scenarios throughout the Joint Event Life Cycle (JELC) of various exercises within the Theater Security Cooperation (TSC) Exercises Branch.NOTE Support international travel for exercise planning and execution with foreign Allies and Partners (approximately 25% of the year).Job DescriptionSupport the J732 Branch Chief by designing and managing realistic scenarios informed by research on real-world military and geopolitical landscapes and input from subject matter experts for Theater Security Cooperation Exercises (examples include, but not limited to BALIKATAN, COBRA GOLD, BERSAMA WARRIOR, and TIGER TRIUMPH).Guide a team of personnel including U.S. Allies and Partners, in designing comprehensive realistic scenarios for training events such as Staff Exercises (STAFFEX), Table-Top Exercises (TTX), Command-Post Exercises (CPX), and Field Training Exercises (FTX).Prepare and brief senior leadership and the Joint Exercise Control Group (JECG) on scenario-related topics during planning conferences throughout the Joint Exercise Life Cycle (JELC).Oversee the Master Scenario Event List (MSEL) development, guide the Opposing Force (OPFOR) scheme of maneuver, and ensure scenario progression alignment with the Exercise Director’s intent during exercise execution.Produce exercise scenario orders from higher headquarters (such as PLANORD, WARNORD).Integrate kinetic and non-kinetic effects into a scenario adjudication process to ensure all-domain training in exercises.Conduct independent research to inform scenario development on emergent geopolitical dynamics within the USINDOPACOM AOR, facilitate briefings, identify organizational strengths and gaps, and leverage information and knowledge management best practices.QualificationsREQUIRED EDUCATION AND EXPERIENCEBachelors and ten (10)+ years of related experience; additional four (4) years’ experience accepted in lieu of degree.Joint Professional Military Education (JPME) I or equivalent.Experience working in a Joint or operational military headquarters and military exercise planning at the operational level.Basic understanding of the Joint Event Life Cycle (JELC) and associated requirements to both plan and execute STAFFEX, TTX and/or CPX.Experience researching complex military and geopolitical topics to enhance scenario design.Ability to lead components in the planning and execution of JELC events, work plans, seminars, and war games.Familiarity with the USINDOPACOM mission and area of responsibility.Experience with professional writing, to include proofreading and editing organizational directives, orders, policies, instructions, and technical documents.Required ClearanceMust have an active Secret clearance with the ability to obtain a TS/SCI clearance.Must have current US Citizenship. Target salary range $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
