Program Manager, Vocational Rehabilitation and Youth Services
Job Summary:The Program Manager, Vocational Rehabilitation and Youth Services, leads the strategic development and growth of vocational rehabilitation programs, including Pre-ETS and Youth Services, with a focus on improving employment opportunities for disadvantaged individuals and those with disabilities. This role is essential in shaping and executing long-term strategies that align with organizational objectives, while also overseeing day-to-day program operations and managing department staff. The Program Manager ensures programs remain innovative, compliant with multi-state and federal regulations, and adaptable to industry trends while fostering strong collaboration with other divisions, community partners, and government agencies to enhance service delivery and achieve positive client outcomes. JobResponsibilities include but not limited to:Strategic Program Leadership:Lead the strategic development of vocational rehabilitation services to ensure the long-term success and growth of programs across multiple statesCollaborate with senior leadership to develop and implement innovative strategies that enhance service delivery, increase program reach, and improve client outcomesSet long-term goals, objectives, and performance metrics to monitor and evaluate program success, driving continuous improvement to meet or exceed organizational and regulatory standardsIdentify opportunities for program expansion and the development of new services that address emerging needs in the vocational rehabilitation fieldClient Services:Oversee the delivery of vocational rehabilitation services, including assessments, counseling, job placement, and follow-up servicesEnsure individualized service plans are developed to meet the specific needs of clients, supporting their successful transition to meaningful employmentProvide guidance and career support services to students, employers, faculty, and staff, ensuring alignment with program goalsCollaborate with parents, teachers, developmental specialists, and community partners to ensure a holistic approach to client supportStaff Management:Recruit, train, and supervise vocational rehabilitation staff, including VR counselors, case managers, and support staffProvide leadership and direction to staff, encouraging professional development and fostering a collaborative team environmentConduct regular performance evaluations and manage staff workload effectively to maintain a high standard of service deliveryPartnership Development:Establish and maintain relationships with employers, community organizations, government agencies, and educational institutions to create employment opportunities for clientsCollaborate with external stakeholders to enhance the scope and effectiveness of the program, ensuring alignment with strategic goalsRepresent the organization at community events, meetings, and industry conferences, promoting program successes and opportunitiesBudget and Reporting:Manage program budgets, ensuring financial sustainability and responsible use of resourcesProvide comprehensive reporting to senior leadership and funding agencies, detailing program activities, outcomes, and financial performanceEnsure alignment of budgetary allocations with strategic priorities and long-term program goalsCompliance and Quality Assurance:Ensure that all program operations comply with the organization’s Quality Management System (QMS), federal, state, and local laws and regulationsMonitor and evaluate the effectiveness of rehabilitation services, driving continuous improvement initiatives to enhance program qualityStay informed of changes in vocational rehabilitation policies, best practices, and industry trends, ensuring the program remains at the forefront of service delivery innovationsRequired Skills/AbilitiesProven leadership in driving strategic program development and growth within a vocational rehabilitation or similar settingExcellent communication and interpersonal skills, with the ability to engage effectively with diverse populationsIn-depth knowledge of disability laws, vocational rehabilitation best practices, and employment servicesStrong time management and organizational skills, with the ability to manage multiple projects and meet deadlinesDemonstrated ability to lead, coach, and motivate staff to achieve performance goalsExceptional analytical, problem-solving, and decision-making abilitiesAbility to work collaboratively across departments and with external stakeholdersOptimistic, results-driven, and able to inspire others to achieve program objectivesValid driver’s license with an acceptable driving record and ability to travel as neededSuccessfully pas a drug and background screenEducation and ExperienceBachelor’s degree in Rehabilitation Counseling, Social Work, Human Services, Education, or a related fieldA minimum of 4 years of experience in vocational rehabilitation, disability services, or program developmentCertification as a Rehabilitation Counselor (CRC) or similar is preferredAt least 2 years of experience in a management or leadership role, preferably in a rehabilitation or educational settingWhat LSI will provide:Competitive SalaryComprehensive Medical / Dental / Vision InsuranceHealth Reimbursement Account (HRA) or Medical Stipend Reimbursement PlanMedical & DCAP Flexible Spending Accounts (FSA)Group Retirement savings program with 401K matchGenerous Paid Holidays and Time off (PTO) programA culture that values opportunity for growth, development, and internal promotionsLSI is an Equal Opportunity/Affirmative Action Employer.
