OHLA USA is seeking an experienced Quality Manager to lead quality efforts on a high-profile marine infrastructure project. This is a hands-on, high-impact role responsible for ensuring compliance, driving quality standards, and protecting project performance.
Responsibilities
Manage and control quality documentation, submittals, and document revisions
Review submittals for compliance prior to client submission
Inspect materials and equipment for conformance with contract documents and approved submittals
Log and report material delivery inspections
Develop and manage Inspection & Test Plans (ITPs)
Coordinate and schedule third-party inspections and testing
Conduct preparatory phase meetings prior to definable scopes of work
Schedule and oversee mock-ups, initial inspections, and follow-ups
Identify and enforce hold points per project specifications
Manage subcontractor and supplier quality compliance
Conduct internal and external audits and generate surveillance reports
Track and maintain quality records, reporting, and statistical analysis
Verify calibration reports and ensure all certifications (including welders) are current
Identify and manage nonconforming conditions (NCRs) and lead corrective/preventive actions
Ensure compliance with marine construction standards including underwater concrete placement, pile driving tolerances, cathodic protection, and corrosion control specifications.
Oversee quality control for geotechnical operations including backfill placement, vibro compaction, density testing, and settlement monitoring, ensuring compliance with design specifications and testing frequencies.
Ensure proper handling, storage, and control of materials and equipment
Conduct training and evaluate effectiveness across project teams
Support design process control and interpret drawings/specifications
Qualifications
5+ years of quality management experience in marine construction, including port, waterfront, bulkhead, or coastal infrastructure projects
Experience with ground improvement techniques and geotechnical testing programs on marine or port construction projects
Invision Certification (Preferred)
Strong knowledge of Construction Quality Programs (CQP), ITPs, audits, and document control
Ability to read and interpret construction drawings and specifications
Experience with subcontractor oversight and field quality control
Experience on marine/port or large-scale infrastructure projects
Familiarity with FDOT or public agency standards
