Senior Application Developer

The Senior Applications Developer leads development of a modernized sampling information system built on a C#/.NET Blazor web interface and a service-oriented backend, replacing a legacy SAS/AF-based system used for sample frame analysis, survey population creation, probability sample selection, and Sample Master generation, while achieving full functional parity and improved usability, performance, and maintainability. *Key Responsibilities* * Lead development of the modernized sampling information system, including frontend UI components, backend services, and integrations with NASS enterprise systems. * Implement all sampling, parameter entry, workflow, and review capabilities in the new web-based user interface. * Develop modular, maintainable services aligned with the program's service-oriented architecture, and support API design for sampling algorithms and data export orchestration. * Ensure full functional parity with the legacy SAS/AF system while improving usability, performance, accessibility (Section 508), and maintainability. * Build connectors and data-exchange components required for downstream system integration and Sample Master export modernization. * Work closely with architects, data engineers, and domain experts to ensure system correctness, reproducibility, and error-handling expectations. * Support parallel testing activities by implementing validation tools, logging, debugging instrumentation, and automated test coverage. * Contribute to technical documentation, coding standards, peer reviews, and knowledge-transfer activities to NASS staff. * Participate in Agile ceremonies, sprint planning, backlog refinement, and risk mitigation discussions. * Translate business requirements into technical tasks and provide level-of-effort estimates. *Required Qualifications & Skills* * Minimum 7 years of hands-on software development experience, including at least 3 years building and supporting enterprise-scale web applications. * Demonstrated experience leading development activities in modernization, cloud migration, or service-oriented architecture projects. * Proficiency in modern programming languages and frameworks such as C#/.NET, Java, or Python. * Expertise in modern web UI frameworks (React, Angular, or Vue). * Strong knowledge of RESTful API development, microservices, backend orchestration, and integration patterns. * Experience with Azure or comparable cloud platforms, including CI/CD pipelines, containerization (Docker), and automated testing frameworks. * Familiarity with enterprise databases such as Sybase and MS SQL, including ORM frameworks and secure data-access patterns. * Experience implementing secure coding practices, RBAC, audit logging, and FedRAMP-aligned development. * Excellent communication skills to collaborate with statisticians, system architects, and NASS technical SMEs. *Desired Qualifications (Not Required)* * Experience working with federal or highly regulated environments is preferred. *Security & Eligibility Requirements* * Must comply with HSPD-12 and FIPS PUB 201 personal identity verification (PIV) requirements for federal contractor personnel. * Subject to a National Agency Check with Inquiries (NACI) or higher-level background investigation as designated for the position, and must be cleared prior to accessing sensitive NASS data. * Required to sign a NASS confidentiality certification / non-disclosure agreement prior to accessing NASS systems, databases, or data files. * Must complete annual USDA Information Security Awareness (ISA) and Rules of Behavior (ROB) training. * Must be a U.S. Citizen or Lawful Permanent Resident ("green card" holder). * Must obtain and display a government-issued identification badge while on USDA premises.
