Establishes objectives and work plans, and delegates assignments to subordinate managers. Responsible for managing, preparing, administering, and directing resources. Reviews and approves recommendations for functional programs. Involved in developing, modifying and executing policies that affect immediate operation(s) and may also have campus-wide, medical center or Office of the President effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.As a member of the senior management team, the Chief Technology Officer and Director of Enterprise Computing leads the Office of Engineering Computing (OEC), a comprehensive information technology organization providing administrative and academic IT services both to the School and other campus units, and ultimately supporting a diverse user community of over 14,000. The incumbent also serves directly as the head of technology planning and infrastructure for OEC Core Customers, which include Qualcomm Institute and the School of Physical Sciences.In addition to strategic planning, the incumbent participates on multiple committees, working groups, task forces, and advisory bodies at the campus and UC System levels, both on behalf of Engineering and in an at-large capacity, and also represents the Jacobs School to external groups such as industrial and governmental entities on technical matters. Coordinates closely with ITS senior leadership, particularly with the enterprise wide leader(s) within ITS.Beyond its strategic and campus leadership role, this position also oversees the planning, implementation, management, and maintenance of a comprehensive suite of core information services. Such services include: Web, database, email, messaging, storage, compute, cloud, and other systems; provisioning inter- and intra-building networking and communications services for all physical facilities comprising the Jacobs School; coordination of Jacobs School computing, networking, and programming projects with departments and research units; and overseeing the design, development, and maintenance of software for a wide variety of administrative, instructional, and research computing systems.As a traditional manager, this position is responsible for the supervision of direct reports, applicant screening, interviewing, hiring, coordination of training and development, conduct of performance evaluations, recommendation of merits, reclassifications, ESIs, and, when required, the handling of disciplinary actions. Advanced degree in Engineering or related field preferred.Must demonstrate at least 5 years of technical IT experience.Demonstrated 5-10 years of experience managing an information technology organization.Experience managing technical IT staff preferred.Uses and applies advanced Information Technology principles, theories, and concepts to manage and provide solutions to more complex and multi-dimensional problems.Requires an in-depth knowledge of the applications programming development function and a broad knowledge of the IT organization.Requires the ability to gather, organize, and analyze data in the completion of diverse functional assignments.Is able to resolve issues using established parameters and own judgment.Extensive or advanced knowledge of subject area sufficient for strategic planning, technology assessment and direction.Extensive experience managing technical staff. Proven ability to lead, motivate and manage staff with a strong demonstrated knowledge and experience in all aspects of human resource management including hiring, firing, training, discipline, conflict resolution and recruitment of staff.Experienced in leading change management activities and managing their impact across multiple units or departments.Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within a large and complex technical environment.Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups with potentially varied levels of technical sophistication.Experience in providing core computing and networking services in both production and research environments. Specific understanding of Ethernet design, components, and configurations.
