Its offices are strategically located in San Francisco and Sacramento, offering a collaborative environment focused on policy development, court operations, and legal reform.About The RoleThe Judicial Council of California is seeking a dedicated Human Resources Analyst to join its Human Resources team, specifically supporting the Judicial Branch Workers’ Compensation Program (JBWCP). This journey‑level position plays a critical role in performing comprehensive data analysis, risk assessments, and reporting to inform decision-making and improve workers’ compensation claim management. The Human Resources Analyst will collaborate closely with the Senior HR Analyst and other stakeholders, providing expertise in interpreting workers’ compensation claim data, developing risk mitigation strategies, and offering injury prevention guidance. The role involves overseeing claims handling processes, validating data, and assisting member courts with inquiries related to workers’ compensation issues. Additionally, the Analyst will contribute to developing training resources and conducting webinars aimed at enhancing knowledge of workers’ compensation laws, regulations, and workplace safety practices. The position requires a proactive approach, analytical skills, and the ability to work independently while supporting broader program objectives. The successful candidate will help optimize risk management strategies, control claim costs, and promote a safer work environment across the judicial branch.QualificationsBachelor’s degree in Human Resources, Business Administration, Public Administration, or related field, with three (3) years of professional HR experience, or four (4) years of relevant experience in lieu of a degree.Juris Doctor with a focus on employment law or a Master’s degree in Human Resources or Organizational Development is preferred.Two (2) years of experience as an Associate Human Resources Analyst with the Judicial Council of California or similar responsibility within a California state or local government agency.Proficiency in Microsoft Excel, SharePoint, Power BI, or equivalent analytics platforms.Experience with risk management information systems, HR data analysis, and workers’ compensation loss reports.Knowledge of California Labor Code, Division of Workers’ Compensation regulations, Medical Treatment Utilization Schedule (MTUS), and Workers’ Compensation Appeals Board (WCAB) processes.Hands-on experience managing workers’ compensation claims, including investigation, evaluation, and resolution processes.ResponsibilitiesConduct proactive risk assessments and exposure analyses related to workers’ compensation to identify injury prevention opportunities.Assist member courts with workers’ compensation inquiries, providing guidance and support on claim-related issues.Collaborate with program vendors and stakeholders to address requests from Advisory Committees, Subcommittees, and program members.Support the claims handling process by overseeing claim data, validating incoming claims, and ensuring compliance with service guidelines and policies.Develop and implement program-wide risk management strategies aimed at controlling claim costs and minimizing workplace injuries.Evaluate the effectiveness of risk mitigation efforts and develop targeted action plans to address identified deficiencies.Monitor and oversee the claims administration process, including reserve analysis, unresolved liabilities, and data validation.Review actuarial analyses and prepare cash flow reports and dashboards to inform program management.Partner with the Senior HR Analyst to develop and deliver training webinars and resources on workers’ compensation and workplace safety.Provide backup support for the Senior HR Analyst as needed, ensuring continuity of program activities.BenefitsComprehensive health, dental, and vision insurance plans.Paid holidays, vacation, and sick leave, including one personal holiday per year.Up to $130 per month reimbursement for qualifying commuting expenses.Participation in 401(k) and 457 deferred compensation retirement plans.Basic Life and Accidental Death & Dismemberment (AD&D) insurance.Long-term disability insurance (employee-paid/optional).Group legal services plan (employee-paid/optional).Eligibility for Public Service Loan Forgiveness (PSLF).Work-life balance initiatives, including hybrid work arrangements based on office location and residence.Equal OpportunityThe Judicial Council of California is an equal opportunity employer committed to fostering a diverse and inclusive work environment.
