JOB DESCRIPTIONPosition Title: Senior Director, Legal CounselJOB SUMMARY A national healthcare organization is seeking a dynamic, strategically minded Senior Director, Legal Counsel to help advance the legal, policy, and advocacy priorities that shape the future of the U.S. healthcare marketplace. Reporting to the Chief Legal Officer, this is a high-visibility role ideal for a motivated attorney who thrives at the intersection of law, policy, and government advocacy. The Senior Director, Legal Counsel will serve as a trusted legal advisor, contract negotiator, and subject matter expert on healthcare payment and reimbursement, and will represent the association in engagements with Congressional offices, federal agencies, and other key stakeholders. ESSENTIAL DUTIES AND RESPONSIBILITIES Provide legal assistance to the CLO on legal, regulatory, and policy issues impacting the healthcare sector, with a specific focus on payment and reimbursement matters.Prepare legal and policy analysis of proposed regulations and legislative proposals, particularly those related to payment and reimbursement.Engage with CMS and Congressional staff and assist in drafting policy proposals relating to payment and reimbursement.Review and draft association contracts and serve as lead for contract negotiations.Prepare briefing materials for association staff and member organizations on policy developments and their implications, with a particular focus on payment and reimbursement.Provide legal review of association advocacy and policy materials.Perform other duties as assigned, consistent with the goals of the association.QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.Working knowledge of relevant statutes, regulations, guidance, and policies impacting the healthcare industry, with particular emphasis on payment and reimbursement.At least 3 years of experience working in the healthcare sector for or on behalf of an organization, law firm, consulting firm, or the government.Multiple years of experience advocating healthcare policy issues, with a particular focus on payment and reimbursement.Strong ability to analyze legislative and regulatory proposals and assess their impact on healthcare stakeholders.Competence in standard contract terms, including indemnification and limitation of liability, and experience negotiating contracts with counterparties.Ability to interact effectively with a wide range of stakeholders, including association leadership, member organizations, legislative staff, and regulatory agencies such as CMS and HRSA.Strong written and oral communication skills, including the ability to summarize policy issues and articulate advocacy positions in public and professional forums. Ability to work independently as well as collaboratively in a team environment.
