Program Test Manager Utilities DomainLocation: New York, NY ContractWe are seeking an experienced Program Test Manager with strong expertise in the Utilities domain to lead enterprise-wide testing programs across multiple applications and business functions. The ideal candidate will have deep knowledge of utility operations, testing methodologies, stakeholder management, and large-scale transformation programs.Key ResponsibilitiesLead end-to-end testing programs for Utilities domain projects including CIS, Billing, Metering, OMS, GIS, CRM, and Digital platforms.Define and implement overall test strategy, test planning, governance, and execution across multiple workstreams.Manage SIT, UAT, Regression, Integration, Performance, and Automation testing activities.Coordinate with business stakeholders, project managers, developers, and QA teams to ensure quality deliverables.Drive defect management, risk assessment, issue resolution, and status reporting to leadership.Establish QA metrics, dashboards, KPIs, and test governance processes.Manage offshore/onshore QA teams and ensure timely project delivery.Support Agile, Scrum, and Waterfall delivery models.Ensure compliance with utility industry standards and regulatory requirements.Participate in release management and production validation activities.Required SkillsStrong experience as a Test Manager / Program Test Manager in large enterprise environments.Hands-on experience in Utilities domain projects (Electric, Gas, Water, or Energy).Experience with utility platforms such as:SAP IS-UOracle Utilities (CC&B/MDM/OUAF)Smart Metering SystemsGIS / OMS systemsExpertise in test management tools such as:JIRAHP ALM / Quality CenterqTestAzure DevOpsStrong understanding of Automation Testing frameworks and CI/CD processes.Experience managing cross-functional and distributed QA teams.Excellent communication, stakeholder management, and leadership skills.
