Manager, Outreach & Development (Hybrid)
**Resp & Qualifications****PURPOSE:**This is an exciting opportunity to join CareFirst BlueCross BlueShield Community Health Plan team. The Outreach and Development Manager oversees and manages outreach efforts and community development on behalf CareFirst BlueCross BlueShield government programs in Maryland and DC. Provides oversight and direction for the community development plan in alignment with the strategic priorities of the government programs business. Promotes services and programs in collaboration with other cross functional teams including but not limited to health services, sales, corporate marketing, external affairs. Identifies and manages strategic community relationships with community based organizations, local health councils and key partners. Works with marketing to support regional specialist in executing conference and events. Ensures compliance with health department state contract requirements. This role reports directly to the Chief External Operations Officer of Community Health Plans.**ESSENTIAL FUNCTIONS:**The Manager, Community Outreach plays a critical leadership role in advancing CareFirst Community Health Plans mission by driving strategic outreach, leading a high-performing team, and building strong community partnerships that increase awareness, engagement, and access to CareFirst Medicaid and Basic Health Plan resources.**Lead and Execute Community Outreach Strategy** : Develop, implement, and continuously optimize comprehensive outreach strategies that promote Medicaid programs and benefits across communities. Ensure strategies are data-driven, culturally responsive, and aligned with organizational business goals.**People Leadership and Performance Management** : Manage, coach, and support Community Outreach Specialists responsible for executing regional outreach plans. Set performance expectations, conduct evaluations, provide ongoing feedback, and foster a collaborative, results-oriented team culture.**Community Engagement and Partnership Building** : Establish and maintain trusted relationships with community-based organizations, stakeholders, and local leaders to strengthen collaboration and expand CareFirst community footprint. Serve as a visible CareFirst representative at internal and external meetings and community-based events.**Events and Field Execution** : Oversee and participate in a robust calendar of community engagement activities, ensuring a minimum of 10 outreach events per month (including tabling events, educational workshops, presentations on Medicaid benefits, and partner-led initiatives). Lead and support the planning and execution of CareFirst-hosted events such as Doula events, informational sessions, health fairs, and other targeted community programs.**Measurement, Reporting, and Continuous Improvement** : Track, analyze, and report outreach activities, recertification efforts, engagement levels, and outcomes. Evaluate program effectiveness and make data-informed recommendations to leadership to improve impact and reach.**Community Needs Assessment and Trend Analysis** : Conduct ongoing research on community demographics, needs, audience preferences, and emerging trends. Translate insights into actionable outreach strategies and share findings with leadership to inform decision-making.**Resource Education and Cross-Program Collaboration** : Ensure the community receives accurate, accessible information about CareFirst Medicaid resources. Collaborate with Medicare teams to identify and support opportunities for Medicare education and outreach.**Marketing Materials and Inventory Ownership:** Serve as the owner of community outreach marketing materials and inventory, coordinating closely with CareFirst Marketing to ensure consistency, availability, and effective use across all outreach efforts.**Coordination and Alignment:** Facilitate a coordinated, regionally aligned approach to outreach activities by integrating staff efforts, partner engagements, and organizational priorities to maximize community impact.**QUALIFICATIONS:****Education Level:** Bachelor's Degree in Social/ Behavioral Science Field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.**Experience:**+ 5 years experience in community relations, outreach and customer service.+ 1 year management experience.**Knowledge, Skills and Abilities (KSAs)**+ Excellent communication skills both written and verbal.+ Knowledge of Salesforce CRM tool.+ Ability to deliver excellent customer service to enrollees, associates, and the community.+ Ability to manage multiple projects simultaneously.+ Strong interpersonal skills and ability to build positive relationships.+ Excellent organizational skills, ability to set and manage competing priorities and meet deadlines, with strong attention to detail.**Travel Requirements:**+ The position will require that the Manager work in various settings, including nonprofit organizations, healthcare facilities, and government agencies.+ This role will require travel across counties in Maryland and potentially DC.+ This role involves both administrative tasks and fieldwork, requiring flexibility and adaptability to different environments and community needs.+ An independent means of transportation is required for local travel to client locations and events.+ You must have the ability to work outside of standard business hours, with occasional early mornings, early evenings and weekend work.**Salary Range:** $85,280 - $158,301**Salary Range Disclaimer**The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the work is being performed.
