Candidates may be considered and interviewed in advance to support rapid onboarding should the contract be awarded.Wilcore Technologies is seeking an experienced Program Manager to support the U.S. Department of Veterans Affairs. The Program Manager will own overall delivery success for the program — leading a multidisciplinary team, owning the client relationship, and ensuring the program is staffed, funded, and compliant. This is a role for someone who thinks like both an operator and a business owner: comfortable in front of VA leadership one hour and reviewing financials the next.What You'll Be DoingProgram Leadership & Delivery ExcellenceHold overall accountability for contract delivery, quality, and stakeholder communication across all program workstreamsBuild and grow a strong team structure across the program, giving you high visibility into engineering workFoster a culture of accountability, transparency, and continuous improvement across the teamSupport talent onboarding, role clarity, and performance alignment across the programClient Relationship OwnershipOwn the relationship with the VA client and serve as the primary point of contact for government stakeholdersEnsure tight integration between technical delivery and customer needs — with clear outcomes defined and aligned to the customer's mission and constraintsManage relationships with subcontractor POCs Facilitate executive-level briefings, program updates, and reviews that build trust and visibility with VA leadershipHelp the team navigate the dynamics of working across multiple VA teams and stakeholdersBusiness Development & GrowthTranslate client needs, customer pain points, and user research insights into concrete opportunities to grow the team's scope and impactOwn the story: market the team's work and tell a compelling, metrics-backed narrative of program accomplishments to the client and internal stakeholdersDrive recompete strategy and execution — winning recompete and securing all option years and optional task ordersIdentify and pursue opportunities for organic growth within the program Program Operations (Staffing, Financial & Contractual Management)Keep staffing and team composition aligned with current and future program needs; partner with recruiting to plan for and fill hiring needs, and participate in candidate interviews and hiring decisionsMentor and develop team members directly, and partner with people managers to support individual growthOwn financial performance for the program as prime, including subcontractor spend; track and meet or exceed financial targets across margin, utilization, and burn; proactively flag financial risk and course-correct before it becomes a problemSubmit contract deliverables on time and manage the relationship with the COR; manage subcontractor relationships and contractual obligationsEnsure all program activities are compliant, on schedule, and within budget; proactively identify and mitigate program, technical, and operational risk, and support audits and performance reviews as requiredWhat You'll BringRequired QualificationsBachelor's degree in Business, Information Technology, Engineering, or a related field (or equivalent experience)5+ years of experience managing federal IT or digital services programs, preferably within the VA or other civilian agenciesDemonstrated experience leading large, complex, multi-stakeholder programs, including direct ownership of a client relationshipA track record of growing an account — recompetes won, option years exercised, or new scope addedStrong understanding of federal acquisition, governance, and compliance fundamentalsExperience managing program financials (margin, utilization, burn) as prime with subcontractorsComfort operating in modern, iterative delivery environments (product-led, user-research-driven, DevSecOps) rather than traditional waterfall or heavyweight PMO modelsTechnical & Tooling ExperienceModern digital-service delivery tools: Jira, Confluence, GitHub, or similarExperience partnering with product, UX, and engineering leads in an integrated delivery modelFamiliarity with metrics-driven reporting — using accomplishment data and outcomes (not just status reports) to tell the program's storyPreferred QualificationsExperience supporting VA systems Familiarity with VA Platform One, Lighthouse, or other VA digital platformsExperience supporting contract transition-in or recompete effortsPMP or equivalent certification (a plus, not a requirement)Applicants must be authorized to work in the United States.
