Executive Program Director

Axyde Analytics is seeking an Executive Program Director — USTDA & International Development to lead multidisciplinary delivery across current and future U.S. Trade and Development Agency (USTDA) project-scoping, feasibility-study, technical-assistance, and independent-review assignments. Internal role code: USTDA-EPD-01.This is a senior, contingent contract role. Work and level of effort depend on proposal selection, contract award, assignment authorization, availability, and mutually agreed terms.The Executive Program Director — USTDA & International Development will convert complex infrastructure opportunities into rigorous, decision-grade products for USTDA. The role will direct technical teams across critical minerals, energy, digital infrastructure, transportation, aviation, ports, and related sectors while maintaining consistent quality, evidence, schedule, budget, and compliance controls.Responsibilities• Lead the complete technical operation for assigned USTDA pursuits and funded activities.• Structure project-scoping and feasibility assignments, work plans, terms of reference, budgets, schedules, and deliverable frameworks.• Select and direct multidisciplinary specialists in engineering, economics, finance, legal and regulatory analysis, environmental and social review, resilience, development impact, procurement, and U.S. export opportunity assessment.• Engage project sponsors, government counterparts, development-finance institutions, lenders, U.S. suppliers, and other stakeholders.• Integrate technical, market, financial, institutional, environmental, and implementation findings into clear recommendations.• Maintain source traceability, analytical rigor, risk registers, review gates, and decision-product quality.• Lead or oversee field missions, interviews, data requests, briefings, and final reports.• Provide independent challenge and senior editing before deliverables are submitted.• Build a reusable bench of qualified experts and help Axyde scale a durable USTDA delivery capability.Required qualifications• At least 10 years of progressively responsible international infrastructure, project-development, advisory, engineering, economic, finance, policy, or program-delivery experience.• At least 3 years of direct USTDA experience, demonstrated through USTDA-funded projects, definitional missions, desk studies, feasibility studies, technical assistance, project preparation, proposal or report leadership, contractor delivery, or agency program work.• Demonstrated responsibility for multidisciplinary teams and decision-grade technical deliverables.• Strong record developing or reviewing scopes of work, terms of reference, work plans, budgets, schedules, feasibility assessments, or investment recommendations.• Excellent technical writing, synthesis, client engagement, and quality-control skills.• Ability to substantiate experience through a current résumé and nonproprietary project examples.• U.S. citizen or lawful permanent resident of the United States, as required for the federal contract pursuits this role is intended to support.Preferred qualifications• Experience across more than one USTDA region or infrastructure sector.• Prior Executive Program Director, Technical Director, Project Director, Definitional Mission Lead, Team Leader, Chief of Party, senior program officer, or equivalent responsibility.• Experience engaging U.S. companies and identifying credible U.S. export opportunities.• Familiarity with USTDA reporting, budget, development-impact, resilience, and compliance expectations.• Experience with MCC, USAID, DFC, EXIM, World Bank, regional development banks, or comparable infrastructure-development institutions.Application processPlease attach a comprehensive résumé showing dates, USTDA assignments, leadership scope, regions, sectors, deliverables, counterparties, and measurable results.
