Cost Estimator | Capital Cost Analysis & Budget Development ProSidian seeks a Cost Estimator | Capital Cost Analysis & Budget Development for program support on a contract located CONUS - Pasco County across the South East Region supporting Pasco County in enhancing performance, resilience, and sustainability of its water, wastewater, and reclaimed water systems through comprehensive engineering, planning, environmental, and digital transformation services. Seeking Cost Estimator candidates with relevant Energy, Sustainability & Infrastructure Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Energy, Sustainability & Infrastructure Sector Clients such as PCBOCC. This is a Technical Element or Contract W-2 (IRS-1099) Capital Cost Analysis & Budget Development Functional Area Professional - Water, Wastewater, and Reclaimed Water Conveyance Systems Position; however, ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position. Job OverviewProvide services and support as a Water, Wastewater, and Reclaimed Water Conveyance Systems (Cost Estimator) in the Energy, Sustainability & Infrastructure Industry Sector focusing on Environmental Services Solutions for clients such as Pasco County Board of County Commissioners (PCBOCC) | Pasco County Utilities Generally Located In CONUS - Pasco County and across the South East Region (Of Country/World). Responsibilities and Duties Cost Estimator | Capital Cost Analysis & Budget Development [PCBOCC0015014] Prepare detailed cost estimates for infrastructure design, construction, and O&M planning. Develop lifecycle cost analyses and support capital budgeting forecasts for PCU initiatives. Coordinate with engineering, permitting, and procurement to refine budget assumptions. QualificationsDegree in Engineering, Construction Management, or related field; Certified Cost Professional (CCP) preferred. 5+ years in cost estimating for civil infrastructure or utility projects. Excel, RSMeans, cost modeling tools, bid tab analysis, lifecycle costing. Financial acumen, precision, cross-functional collaboration, forecasting. Contribute to annual capital plan development and performance dashboards. Assist in tracking actual vs. estimated project costs and variance reporting. May support grant writing, project justifications, and value engineering evaluations.
