Project Manager (USAidam Program)

Location: Washington, DC (EOUSA Headquarters - On-site with potential for hybrid)Clearance: Must be eligible for Common Access Card (CAC) / Public Trust; U.S. Citizenship requiredJob Type: Full-time | Government Contract (Base Year + 4 Option Years)Position OverviewWe are seeking an experienced Project Manager to lead and oversee all aspects of the USAidam (Identity and Access Management) program in support of the Executive Office for United States Attorneys (EOUSA). This role serves as the primary interface between the contractor team and Government Program & Project Managers, ensuring successful execution of identity governance, authentication, privileged access management, and secure file exchange initiatives. The ideal candidate is a certified project management professional with a strong background in Agile methodologies, cybersecurity, and federal IT contract execution. This is a non-personal services contract position reporting directly to the Prime Contractor while receiving work direction from Government stakeholders.Key ResponsibilitiesLead and oversee the contractor team, ensuring all tasks are completed on schedule, within budget, and in compliance with contractual requirementsServe as the primary point of contact for Government Program Managers, Contracting Officer's Representatives, and other stakeholdersDevelop and maintain project plans, product backlogs, and release schedules using Agile/Scrum methodologiesCoordinate with Government PMs on strategic decisions, roadmaps, and program visionManage responses to security patches, hotfix activities, and Vulnerability Patch Requirement noticesFacilitate coordination with other Cybersecurity Services teams to support Security and Privacy Assessment & Authorization activitiesPrepare and deliver monthly status reports, quarterly program management reviews, and ad-hoc performance reportingIdentify program risks and develop mitigation strategiesOversee budgeting, financial forecasting, and burn rate tracking for the programEnsure all deliverables meet quality standards and are submitted on timeRequired QualificationsBachelor's degree in Computer Science, Information Technology, Business Administration, or related field (or equivalent experience)Minimum five years of progressive project management experience in IT, cybersecurity, or identity and access managementDemonstrated experience managing projects of similar size, scope, and complexity within the Federal GovernmentStrong understanding of Agile/Scrum principles and DevSecOps practicesExperience with identity governance platforms (SailPoint, Okta) and privileged access management solutionsU.S. Citizenship required; ability to obtain and maintain a Common Access Card and Public Trust clearanceExcellent communication, leadership, and stakeholder management skillsAbility to work independently and exercise sound judgment in a fast-paced environmentPreferred QualificationsProject Management Professional (PMP) certificationExperience supporting Department of Justice or other Federal law enforcement agenciesKnowledge of NIST Risk Management Framework and FISMA complianceExperience with cloud and hybrid computing environments (AWS, FedRAMP)Schedule & Work ConditionsCore operating hours: 9:00 AM to 3:30 PM Eastern Time, Monday through FridayPrimary place of performance: EOUSA Headquarters, 3CON Building, 175 N Street NE, Washington, DCRemote work may be authorized on a case-by-case basisFederal holidays observedEqual Opportunity EmployerWe are an equal opportunity employer and do not discriminate on the basis of race, color, religion, sex, gender identity, sexual orientation, national origin, genetics, disability, age, or veteran status.
