Quality Control Manager

Quality Control Manager (QCM) – Heavy Civil / Federal (USACE) Job Summary We're looking for an experienced Quality Control Manager (QCM) to oversee quality control operations on USACE and other federal construction projects. This role is responsible for implementing and managing the project's Quality Control Plan, ensuring all work complies with contract requirements, project specifications, approved submittals, and applicable standards. As the primary quality representative on the project, you'll work closely with project management, field supervision, subcontractors, testing laboratories, and government personnel to ensure work is performed correctly the first time. You'll lead preparatory, initial, and follow-up inspections, manage testing and documentation, and maintain clear communication with the owner throughout the project lifecycle. The right person understands both the paperwork and the field side of construction. You're comfortable reviewing specifications, identifying potential issues before they become problems, and maintaining the level of organization required to successfully deliver federal projects. Salary will be based on experience. What You'll Be Doing Manage and enforce the project Quality Control Plan Conduct preparatory, initial, and follow-up inspections in accordance with USACE requirements Review plans, specifications, submittals, and contract documents for compliance Coordinate inspections, testing, and quality documentation with laboratories and subcontractors Track deficiencies, corrective actions, and quality-related issues through resolution Maintain quality control records, reports, test results, and project documentation Interface directly with USACE representatives and project stakeholders Ensure work complies with approved submittals, specifications, and contract requirements Participate in project meetings and provide quality-related updates and recommendations What We're Looking For 5+ years of construction quality control experience Experience serving as QCM on USACE or other federal construction projects preferred Thorough understanding of USACE Three-Phase Control System Ability to read and interpret plans, specifications, and contract requirements Strong organizational and documentation skills Experience managing inspections, testing, and quality records Proficient with RMS/QCS preferred Strong communication skills and ability to work with owners, subcontractors, and project teams Current OSHA 30 preferred Valid driver's license and ability to work on active construction sites Required Certifications Current certification from the U.S. Army Corps of Engineers Construction Quality Management (CQM) for Contractors course.
