Job highlights include providing education, outreach, consultation, and enforcing compliance with Washington's fair labor requirements, processes, and obligations for both employers and employees. You will assist in managing the development and implementation of RCW 49.60.515 for the Employment Standards Program. You will also respond to complaints to investigate the sexual harassment and assault policy requirements for certain isolated workers, and other requirements as outlined in the statute.
Some of what you'll do includes facilitating the collection of data from property service contractors, ensuring the data collected is available to the public upon request, screening and investigating complaints, working independently to conduct compliance inspections and investigations, determining whether an employee or applicant was denied any of the protected rights under RCW 49.60, identifying and analyzing issues in dispute, preparing case files for litigation, working closely with DOSH, IT, and other programs, serving as a subject matter expert on the requirements of RCW 49.60.515, working closely with Attorney General's office, working closely with management officials of state, federal, city, and county agencies, conducting outreach, education, and training, writing and editing publications, reports, pamphlets, or newsletters, working with communication staff in the development and distribution of media campaigns, social media activities, and marketing materials, legislative activities, assisting in writing rules and policies regarding RCW 49.60.515, and representing the department at legislative hearings.
Required qualifications include a combined 5 years' experience in labor/employment relations and regulations or a Bachelor's degree and one year of experience in labor/employment relations and regulations and collection of revenue/taxes from employers/businesses; criminal and administrative investigations; audit of employer financial records; interpretation and explanation of rules and regulations regarding employment law, wages and hours, and child labor laws; or related experience. Additional qualifying experience will substitute for education at the rate of one year of experience for one year of education. The ability to take action to learn and grow and the ability to take action to meet the needs of others are also required.
Desired qualifications include knowledge of laws governing all phases of labor relations, general policies, principles, and practices; of labor and management; state wage and hour laws and regulations; contracts and related labor relations; ability to apply such knowledge to mediation, arbitration, and resolution; principles, standards, and techniques of personal investigations; rules of evidence, auditing, accounting, and bookkeeping procedures. Understanding of interaction between federal and state statutory schemes concerning employment standards. Ability to interpret complex laws, rules, and regulations; analyze issues involving wage disputes and formulate suggestions for compromise and settlement of disputes; prepare written documents; organize facts, arguments, and conclusions in clear and logical sequence; gather, preserve, and present material, relevant and pertinent evidence; exercise mature judgment in a wide variety of public contact. Ability to testify at legislative hearings, prepare bill analysis, and complete fiscal notes. Ability to testify in court proceedings. Ability to communicate and present complex information in clear, concise, and logical sequence; gather, preserve, and present material, relevant and pertinent evidence; exercise mature judgment in a wide variety of public contacts. Ability to organize and complete special projects; direct the work activity of staff during specialized and complex investigations; prioritize staff workload, monitor workload output; provide on-the-job training; compile complex reports. Interpret complex laws, rules, and regulations, analyze issues involving wage disputes and formulate suggestions for compromise and settlement of disputes.
