Human Resources Specialist

Overview Under the supervision of the Business Manager, the Human Resource Specialist performs various Human Resources tasks including implementing and monitoring benefits programs for the District, performs and supports onboarding and end of employment activities, job postings, employee benefits, FMLA, Workers Compensation, Unemployment Compensation, disability rights, prepares and and EEOC reporting. ESSENTIAL FUNCTIONS: The following duties are typical for this position, though should not to be construed as all-inclusive or exclusive. Other duties may be required and assigned. Comply with all state and federal employment laws Process Affordable Care Act forms, Annual DPI staffing report and Wisconsin Retirement annual reports. Acts as liaison between employees and insurance carriers Prepare contracts, letters of assurance for staff, letters of intent for new hires and coaches. Manage automated work time reporting system through Skyward’s True Time module. Ensures that required employment notices are posted throughout the District. Effectively use interpersonal skills to communicate with all levels of staff, the Board of Education, vendors and the public Work with Special Education Paraprofessionals to ensure properly licensed. Perform employee setups, enrollments and terminations in employee profile and on vendor sites for medical, dental, disability coverage, life insurance, 403(b), and FSA. Prepare calculations on benefit changes as needed. Meet with terminating and retiring employees to discuss payroll and benefits, and process paperwork accordingly. Manages workers compensation including filing claims and return to work process. Manage Family and Medical Leave (FMLA) cases and coordinate requested leaves with employees. Review benefit billings for accuracy and assign correct account coding for Accounts Payable to enter. Recommends and coordinates revisions to employee handbook and personnel policies Serve as a resource person for the staff regarding the district’s employee benefit programs, including but not limited to group health insurance, disability insurance, retirement plans, dental insurance and leaves, to ensure consistent interpretation across the District. Maintains personnel records Oversees approval of District volunteers Assists Superintendent with approval of unpaid leave requests Attend professional development regarding payroll and human resources regulations as necessary Perform other duties as assigned. High proficiency with current technology and computer platforms and/or the ability to continually learn and upgrade with technology. Ability to work independently to manage time and work in a systematic and organized way to prioritize and complete projects with little to no supervision. Positive attitude. Ability to establish and maintain exemplary relationships by using appropriate interpersonal skills Ability to implement policy and procedures Working knowledge of HR laws and regulations required. Excellent follow-up skills with the ability to follow-through to completion. QUALIFICATIONS: Required – High school diploma or its equivalent and Associates Degree in business administration, accounting, human resources, or a related field. Preferred – Bachelor's degree in Human Resources Management, Business Administration, or a related field or equivalent experience. Master's degree or HR certification (e.g., SHRM-CP, PHR) preferred. 3-5 years of current work experience in payroll, human resources, or benefits administration. Preferred experience in the use of a Human Resources software for position control, personnel, payroll, and benefits information. Skyward experience is preferred.
