This is a growth-investment role: as demand rises, we are investing in modern operating systems and strong leadership to scale efficiently across both sites and extend our advantage for the next decade.The MissionLead the next phase of operational growth — strengthening and standardizing one efficient, high-margin operating system across both sites, tailored to each site's needs, and scaling it to meet rising demand — all while upholding our standards for safety and engineering-grade data quality.Reporting & ScopeReports directly to the President. As General Manager, Operations, this leader owns the company's operating engine end-to-end — staffing, scheduling, fleet, procurement, the cost model, and the systems behind them — across both operating sites, working alongside the commercial (Account Director) and quality (QA Manager) functions.The OutcomesPhase 1 — Strengthen and Standardize the Operating System (roughly months 0–12)1. Optimize cost-per-mile and unit economics across the business (the #1 metric)Establish a clear, fully-loaded cost per test mile at each site, and improve it through operational efficiency — ensuring growth is built on strong, healthy margins. Margin per mile is the north star of Phase 1.2. Build one operating system, applied across both sitesDevelop a standardized core operating system — scheduling, staffing, fleet, procurement, and metrics — consistent in principle and tailored to each site's conditions. One excellent playbook, locally calibrated.3. Maximize asset and labor efficiency at every siteIncrease Vehicle Utilization, optimize Turnaround Time and Shift Length — so people and fleet produce more profitable miles from existing capacity.4. Unify scheduling into a single source of truthBring Operations, Yard, and Driver schedules — within and across sites — into one integrated system with stable, published shift times and clear daily priorities.5. Strengthen workforce stability and retentionBuild a strong, reliable driver workforce through consistent schedules and excellent access to scheduling information — making Texas Test Fleet a place where drivers want to stay and grow.6. Ensure reliable, on-time convoy executionDeliver consistent, on-schedule convoy departures and returns through strong coordination across drivers, fleet readiness, and dispatch.7. Install the metrics, costing, and management cadenceStand up the cost model, KPI dashboards, shared definitions, and a cross-site review rhythm — making performance clear, comparable, and ready to scale.Phase 2 — Scale the System for Growth (roughly months 12–24)8. Scale to our mileage and growth targets — profitablyWith the operating system strengthened and standardized, grow output to meet rising demand across both sites — expanding throughput and workforce while holding or improving the cost-per-mile and margin gains from Phase 1.Non-Negotiable (Both Phases, All Sites)9.
