Headquartered in Oak Ridge, Tennessee, Navarro has active programs in place across the nation for DOE/NNSA, NASA, and the Department of Defense.Position SummaryThe Senior Multi‑Level Cost Estimator supports complex, multi‑discipline projects by developing well‑documented, defensible cost estimates based on project and program requirements. This position integrates engineering, construction, environmental, maintenance, and operations inputs to produce comprehensive cost estimate packages in accordance with applicable procedures, policies, and DOE requirements. The role requires strong collaboration skills, technical estimating expertise, and the ability to lead estimating efforts independently.Key ResponsibilitiesPrepare and develop complex, multi‑discipline cost estimates that are detailed, accurate, and fully documented with sound bases of estimateLead and facilitate estimating team meetings to identify project deliverables, scope, work steps, and estimating approachesIntegrate estimating inputs across engineering, construction, maintenance, operations, environmental, and project controls disciplinesEstablish activity priorities and develop complete cost estimate packages, including identifying schedule and resource impactsIdentify, analyze, and resolve schedule conflicts, cost risks, and estimating issues related to assigned scopeRecommend and develop solutions for unique estimating situations where no established processes or procedures existSupport development and implementation of estimating methodologies, standards, and innovative estimating approachesUtilize applicable estimating requirements, including MCP‑1408, Estimating Project CostsSupport cost savings initiatives and assist with preparation and review of procedures and related documentsMaintain compliance with approved training, policies, procedures, and instructions while performing work safelyPerform work in accordance with the Integrated Safety Management System (ISMS), Voluntary Protection Program (VPP) principles, and Stop Work AuthorityParticipate in the identification and resolution of health and safety issues through active involvement in site safety programsEnsure all assigned training, qualifications, certifications, and required reading remain currentRequirementsRequired Education and ExperienceThis position may be filled at multiple levels based on qualifications and experience:Specialist II: Bachelor's degree plus a minimum of 5 years of relevant experienceSpecialist III: Bachelor's degree plus a minimum of 8 years of relevant experienceSenior Specialist: Bachelor's degree plus a minimum of 12 years of relevant experienceAdditional requirements:Experience performing construction quantity takeoffs from engineering drawings, sketches, and related documentsExperience supporting cost estimate development within large, complex projectsPreferred QualificationsCost estimating experience within the DOE complexExperience supporting DOE Capital Asset Projects in accordance with DOE Order 413.3BTechnical Skills and ToolsProficiency with cost estimating and project controls software and tools, including MS Excel, MS Word, MS Teams, PCRS, and Primavera P6Ability to learn and adapt to new estimating and project software in a timely mannerStrong verbal, written, analytical, and computer skillsDue to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.Navarro is an equal‑opportunity employer.
