Human Resources Manager (Cockeysville)

OverviewWe're seeking an HR Manager who can balance strategic leadership with hands-on execution. This role is split approximately 50% strategic initiatives (talent development, workforce planning, culture) and 50% operational execution (employee relations, compliance, and HR administration).Success in this role will be measured by:Improved employee engagement and retentionEffective and timely hiring outcomesStrong compliance and risk managementHR programs that directly support business performanceKey ResponsibilitiesStrategic HR Leadership & Talent Management (50%)Partner with leadership to develop and execute HR strategies aligned with business goalsLead full-cycle talent acquisition, including workforce planning, recruiting, and onboardingDesign and manage performance management processes that drive accountability and growthIdentify training needs and implement employee development programsSupport succession planning and leadership development initiativesAnalyze HR metrics (turnover, engagement, hiring trends) to guide decision-makingDrive employee engagement and culture-building initiativesCoach managers on leadership, feedback, and performance managementHR Operations & Compliance (50%)Manage employee relations matters with consistency, fairness, and legal complianceOversee payroll, benefits administration, and compensation processesEnsure compliance with all federal, state, and local employment lawsMaintain and update HR policies, procedures, and employee handbookManage HRIS systems and ensure data accuracy and reporting integritySupport audits, documentation, and regulatory reporting requirementsPartner with IT and leadership on systems improvements and process efficienciesOversee onboarding, offboarding, and the full employee lifecycleQualifications5–7 years of progressive HR experience, including at least 2 years in a managerial roleBachelor's degree in Human Resources, Business Administration, or related fieldStrong knowledge of employment law and HR best practicesExperience with HRIS systems and HR analytics/reporting toolsProven ability to handle employee relations and influence leadership decisionsExcellent communication, interpersonal, and conflict-resolution skillsStrong organizational and multitasking abilities in a fast-paced environmentExperience in manufacturing, distribution, or consumer products industries (preferred)HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred
