Employees must possess a strong commitment to the mission, policies, goals and philosophy of Harbor Community Health Centers.JOB SUMMARYThe Human Resources Specialist will report directly to the Human Resources Manager and will be responsible for supporting day-to-day human resources operations with a primary focus on full-cycle recruitment, onboarding, and personnel records management.The Human Resources Specialist will manage the recruitment process from requisition through onboarding, maintain accurate and audit-ready employee records, and provide administrative and coordination support across HR functions including benefits, leaves of absence, and compliance-related processes.The Human Resources Specialist must perform all duties with independence, professionalism, precision, and confidentiality while supporting HarborCHC's mission and operational needs.ESSENTIAL DUTIES & RESPONSIBILITIESReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.To perform the job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.Human Resources Specialist:Independently coordinate and manage full-cycle recruitment processes, including requisition creation, job postings, candidate screening, interview coordination, and offer administrationPartner with hiring managers to support efficient and timely hiring processes (managers conduct interviews)Prepare and issue offer letters; conduct reference checks and initiate background screeningsCoordinate and manage onboarding process, ensuring completion of all pre-employment requirementsMaintain accurate, complete, and audit-ready personnel files; scan and upload employee documentation into ADP Workforce NowConduct regular audits of employee records to ensure compliance with federal, state, and FQHC requirementsProcess employee lifecycle transactions including hires, terminations, and status changesSupport benefits administration including enrollments, changes, and employee inquiries; assist with Open EnrollmentAssist with leave of absence administration including tracking and coordination of required documentationProcess and manage incoming HR-related mail and documentation, including Employment Development Department (EDD) requests such as unemployment insurance (UI) and state disability insurance (SDI) claimsCoordinate employee-related logistics such as onboarding materials, badges, and system accessMaintain and update job descriptions and HR documentationProvide general administrative support to the Human Resources departmentPerform other duties as assigned in support of Human Resources operationsQUALIFICATIONSRequired education, experience and/or training:High School Diploma or equivalent required; Associate's or Bachelor's degree in Human Resources, Business Administration, or related field preferredMinimum 3-5 years of Human Resources experience with hands-on responsibility in recruitment and HR administrationDemonstrated experience managing or supporting full-cycle recruitment processesRequired:Recent hands-on experience with ADP Workforce Now (or similar ADP platform)Experience maintaining employee records and ensuring compliance with federal and state regulationsWorking knowledge of employment laws and HR best practicesStrong organizational skills with a high level of attention to detail and accuracyAbility to manage multiple priorities and meet deadlines in a fast-paced environmentStrong communication and interpersonal skills with the ability to interact effectively at all levels of the organizationAbility to maintain confidentiality and handle sensitive information with discretionProficiency in Microsoft Office Suite (Word, Excel, Outlook)Experience working in a community clinic or Federally Qualified Health Center (FQHC) preferredBilingual (English/Spanish) preferredREQUIRED CORE COMPETENCY• Demonstrated ability to independently manage recruitment and administrative HR functions with minimal supervisionEXPECTATIONSAdheres to all HarborCHC's policies and procedures.Conducts self in a manner that represents HarborCHC's core values at all times.Must possess a solid commitment to the mission, policies, goals, and philosophy of HarborCHC.Maintains a positive and respectful attitude with all work-related contacts.Communicates regularly with his/her immediate supervisor about departmental and HarborCHC concerns.Consistently reports to work prepared to perform the duties of the position.Meets productivity standards and performs duties as workload necessitates.Maintain strict confidentiality of all data and information.Demonstrates integrity and accountability for duties and responsibilities.Performs all job functions in a professional and courteous manner.
