PMO Program ManagerActioNet is looking for a PMO Program Manager. This role serves as a senior PMO leader responsible for establishing governance frameworks, policies, and performance standards that guide program execution across the organization. The PMO Program Manager partners with executive leadership, including CIO and CTO stakeholders, to ensure programs align with strategic objectives, federal mandates, and modernization priorities. This position drives PMO maturity, integrates cross-division initiatives, manages risk and resources, and ensures projects deliver measurable business value while maintaining compliance with applicable regulatory and security standards.Responsibilities include:Lead the planning, execution, and delivery of complex IT projects and multi-project programs across the enterpriseServe as the primary point of contact for program delivery, performance, and reportingEstablish and maintain PMO governance frameworks, policies, processes, and performance metricsOversee enterprise modernization portfolios and ensure alignment with organizational strategy and mission objectivesProvide strategic guidance to executive leadership, including CIO and CTO stakeholdersEnsure alignment with federal governance and compliance requirements including OMB A-11, OMB A-123, and FITARADevelop and enforce project management standards, methodologies, and best practices across the PMOManage program budgets, resource allocation, schedules, and financial oversightIdentify, assess, and mitigate program and project risks while ensuring continuity of deliveryCoordinate cross-functional teams and integrate efforts across multiple business units and technical teamsConduct system and program assessments and recommend operational and technical improvementsDevelop and maintain program documentation including project plans, governance artifacts, and performance reportsImplement performance tracking, reporting dashboards, and executive level briefingsEnsure compliance with security, regulatory, and organizational standardsDrive continuous improvement initiatives to enhance PMO maturity and operational effectivenessMonitor industry trends and emerging project management tools, frameworks, and methodologiesRepresent the PMO in strategic planning sessions, executive decision making, and governance boardsMentor and provide leadership to project managers and PMO staff, fostering professional development and best practices adoptionProfessional qualifications and skills include:Bachelor's or Master's degree in Business Administration, Information Technology, or a related field712 years of experience in IT project management, program management, or PMO leadershipDemonstrated experience managing enterprise level programs or modernization portfoliosAdvanced knowledge of project management methodologies including Agile, Scrum, and WaterfallExperience using project management and collaboration tools such as Microsoft Project, Azure DevOps, JIRA, and TrelloStrong leadership, organizational, and team mentoring capabilitiesExperience with program budgeting, financial management, and resource planningKnowledge of federal IT governance frameworks and compliance standardsPMP (Project Management Professional) certification preferredStrong analytical, problem solving, and critical thinking skillsExcellent written and verbal communication skills with the ability to brief executive leadershipProven ability to manage multiple priorities and complex stakeholder environmentsFamiliarity with enterprise IT systems, modernization initiatives, and digital transformation efforts
