No relocation allowed.SCOPE OF THE PROJECTThe Division of Technology Services is responsible for developing, implementing, maintaining, and obtaining multiple mission critical applications for the Department of Social Services.The Department seeks a highly motivated individual with advanced experience and extensive software development skills to play a key role in the Application Development team that will deliver new DSS Adult protective services Re-Engineering projects.The candidate will serve as the systems program project lead.RESPONSIBILITIESLead the development of the Child and Adult Protective Services System (CAPSS) system enhancements to support the adult protective services case management policies and practicesLead the development of a new standardized adult needs and strength assessment tool for adult protective services. This tool must be integrated in the Child and Adult Protective Services System (CAPSS)Assist with the development and support of the bi‐directional interfaces with the Department of Health and Human Services, Department of Education, Department of Mental Health that meet state and federal requirementsAssist with ongoing maintenance and operations of CAPSSAssist in the planning and system design to implement the new CCWIS and AFCARS federal requirementsAssist with the development and support for Families First Preventive Services Act (FFPSA) as needed.Lead the development of the federal report for NAMRS reporting to support the adult protective services programDAILY DUTIES / RESPONSIBILITIESDevelop and modify VB/ASP.NET and C# code that accesses an MS SQL 2019 database.REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE)7+ years of experience independently designing and implementing medium to large‐scale software systems and components using .NET architectures.5+ years experience developing data‐driven applications utilizing MS SQL Server5+ years experience building Windows/web‐based software systems, utilizing N‐tier architectures, dynamic content, highly‐scalable approaches, and complex security models/implementationsPREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE)Preference will be given to experience related to child welfare or human services system design and developmentExperience with Agile software development is a plusExperience with performance, security, and regression testing toolsEntity Framework 6ASP.NET MVC 3+ENVIRONMENTS AND TOOLSMS SQL SERVER 2019 Enterprise Server, IIS 8.5TFS (Team Foundation Server)Microsoft Visual Studio 2019/2022C#, ASP.NET, .NETJavaScriptSSRSADDITIONAL SKILLSKnowledge of Microsoft operating systems and at least two application, database, messaging or web server systems.Ability to communicate the design and implementation of software.Ability to communicate the systems including relevant strengths/weaknesses and reasons for implementation decisions.Ability to communicate orally and in writing effectively with technical, non-technical staff, customers, and stakeholders as needed or directed.Ability to communicate effectively with the DSS and other State information technology staff.Self‐starterMinimal management requiredStrong project skills.EOE Protected Veterans/Disability#J-18808-Ljbffr
