Human Resources Specialist (Military)Serves as a Human Resources Specialist (Military) for the Joint Activities located at Fort Meade, Maryland. Only resumes up to a total of two pages will be accepted.
DutiesEstablishes goals and objectives, develops project deadlines, and identifies resources available to execute mission assignments. Serves as the Command's functional and technical expert for all matters that pertain to human resources (military and civilian) personnel management, administration and career development. Establishes standards, develops operating policies, programs, procedures, and long-range plans, and provides technical guidance. Manages and directs the personnel management program for all personnel (commissioned officers, warrant officers, noncommissioned officers, enlisted, and civilian personnel) assigned to the unit. Conducts officer, enlisted and civilian strength management and keeps the command informed.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
This position is subject to a pre-employment urinalysis screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes 1) Assisting in advising senior leaders on personnel policies, workforce management, and staffing and data requirements to guide comprehensive personnel actions; AND 2) Assisting researching and developing plans, policies, and procedures to enhance workforce coordination and maintain compliance with organizational requirements; AND 3) Supporting recruitment and staffing activities, including advising hiring managers on personnel policies to ensure compliant and equitable hiring practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
