Justice Center For The Protection Of People With Special Needs The Justice Center for the Protection of People with Special Needs is a New York State agency which was created in June, 2013 by the Protection of People with Special Needs Act. The Justice Center provides oversight for facilities across the state responsible for the care of individuals with special needs. The Vulnerable Persons Central Registry is a database of individuals who have been convicted of certain crimes against people with special needs. The Justice Center is responsible for the oversight of these facilities and the protection of individuals with special needs.
