Leads technical operations including surveying, drafting, and construction review, while serving as a key liaison to foremen, contractors, and the public. Applies sound engineering judgment and leadership to ensure project quality, regulatory compliance, and effective coordination from project inception to closeout. Essential FunctionsDirects survey technicians in conducting topographic and boundary surveys to support road, bridge, and culvert projects.Performs engineering design and plan reviews, making necessary changes and verifying specifications.Leads construction project inspection, approves pay vouchers and change orders, and ensures contractor compliance.Coordinates with district foremen and operations staff to address right-of-way needs, culvert sizing, and project logistics.Manages road vacation processes and acquisition plat preparation, including drafting legal descriptions and coordinating with property owners.Resets destroyed section corners and establishes monumentation, including drafting corner tie sheets.Participates in the Technical Review Committee (TRC) and helps draft and review road agreements for zoning cases.Communicates regularly with the public on contract project status, road closures, and resolves construction-related concerns.Prepares and issues Requests for Quotes (RFQs) for materials and consultant services to support survey and design functions.Guides project closeout, ensures timely record-keeping, and informs engineering staff of project progress. Minimum Qualifications & RequirementsBachelor's degree in civil engineering or related engineering field required.Over four (4) years of civil engineering experience required.Professional Engineer (PE) License with continuing education requirement must be up to date.Supervisory experience highly preferred.Project management experience a plus.An equivalent combination of education and experience that demonstrates the required knowledge and skills for this position may be considered.
