The dutiesand responsibilities of this position are as follows: Assist the Program Manager in defining and implementing project plans and goals to support thestrategy and goals of the Department; Responsible for working with IT and business leaders to create the business and program plan; Assist in overseeing the development of business requirements and work plans impacting variousbusiness areas; Assist the Program Manager and business leadership in actualizing business and program planswithin their own area of responsibility, working with them to ensure that technical and resourcedecisions link to the overall IT program plan; Lead or assist a team of business analysts in business requirement gathering sessions (Joint Application Development); Work closely with customers, stakeholders, and IT software developers to document businessrequirements; Develop As-Is, To-Be, and other required business analysis documentation; Develop and lead the implementation of business process improvement recommendations; Maintain all project artifacts in accordance with Program Management Office standards and otherdocumentation as necessary to ensure compliance with Chapter 60GG-1, Florida AdministrativeCode (F.A.C.); Serve as a liaison with users; Follow a standard set of practices that ensure the integrity and quality of project artifacts; Manage expectations of diverse stakeholders and provide regular briefings to executives; Work independently as part of a larger cross-functional team; and Help with project coordination, support, and documentation.NOTE: This position is designated as "essential staff" and is expected to report for duty when instructedto do so in times of emergency or potential emergency as required by Section 33-208.002(4), F.A.C.Requirements/QualificationsThe Department is seeking a full-time, on-site Business Analyst.Required QualificationsA bachelor's degree from an accredited college or university in Computer Science, InformationSystems, Business Administration, Finance, or other related fields, or five (5) years of equivalent workexperience is required. Relevant experience may be substituted for education on a year-for-year basiswhen applicable.The Department requires the following experience, skills, and knowledge for this position: Certification in Business Analysis from a reputable body, such as the Certified Business AnalysisProfessional (CBAP) from the International Institute of Business Analysis (IIBA) or the Professionalin Business Analysis (PMI-PBA) from the Project Management Institute (PMI); A minimum of (5) five years of experience working as an IT Business Analyst using both Agile andWaterfall methodologies; Demonstrated experience in business and technical requirements analysis, business processmodeling and mapping, and methodology development; Ability to document user stories and write business IT system requirements; Experience coordinating business users, technical staff, and architects to help analyze and definefuture needs and operations based on use cases and analysis of alternatives; In-depth knowledge of business process design and re-engineering; Ability to coordinate project teams and effectively conduct the initiative to meet overall objectives; Experience communicating and working within cross-departmental teams using strong collaborativeskills; Excellent computer skills, including Microsoft Word, Visio, PowerPoint, and Excel; Experience preparing status reports and providing management briefings; Ability to provide excellent leadership and verbal, written, and negotiation skills; andExperience with meeting facilitation and documentation.NOTE: In addition to the above list, the selected Candidate must successfully complete a Level IIBackground Check.Preferred QualificationsThe Department prefers the Candidate to have the following experience, skills, and/or knowledge for thisposition: Proficiency in Business Intelligence (BI) tools (e.g., Power BI, Tableau), data analysis software(e.g., Structured Query Language, Python, R, Statistical Analysis System), project managementsoftware (e.g., JIRA Software, Trello), and databases and Enterprise Resource Planning (ERP)systems; Familiarity with Software Development Lifecycle (SDLC) methodologies, such as Agile, Scrum, orWaterfall; Experience working on state or federal government projects; Experience working with technical programming teams; Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems; Strong communication skills to effectively communicate with diverse stakeholders; Knowledge of IT standards and security in a criminal justice environment; Positive team player with a high-energy level and diligent work ethic; and Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.location: Tallahassee, Floridajob type: Contractsalary: $60 - 70 per hourwork hours: 8am to 5pmeducation: No Degree Requiredresponsibilities:Scope of Work/Job CharacteristicsThe Business Analyst will serve as the principal line of communication for the project team.
