Economic Opportunity Specialist (I, II, III)

City of Rifle is hiring ONE position. Candidates that meet any of the experience and education levels listed below may be considered. Placement level and starting salary will be dependent upon successful candidate's education and experience. See below listed requirements and wage range for each level.Position Purpose:The Economic Opportunity Specialist I, II & III supports and advances economic vitality in Rifle. Guiding and supporting the City's economic development efforts, including business growth and recruitment, entrepreneurship, and community vitality. This position serves as a key liaison between the City, the business community, and regional as well as statewide partners to attract investment, support business expansion, and strengthens Rifle's role as a regional economic center. The Economic Opportunity Specialist I, II & III is responsible for the development, facilitation, execution and documentation of the Greater Rifle Improvement Team (GRIT) Main Street Program and the Visitor Improvement Fund Advisory Board.The Specialist I, II & III collaborate across City departments to align economic development initiatives with land use planning, infrastructure, and community priorities, while identifying opportunities to improve systems that support a business-friendly environment. This position also coordinates with external partners to expand services for entrepreneurs and contributes to policy, program development, and strategic decision-making within the Community Development Department. This is an in-person position that is not eligible for regular remote work.Special Requirements: Ability to speak Spanish to communicate the technical aspects of the job to Spanish speaking customers highly preferred. Will be required to utilize available technology to communicate with Spanish speaking customers at a minimum.Placement for Economic Opportunity Specialist I, II or III is at the discretion of management and is generally based on organizational needs and an individual's qualifications. The following serves as a general framework of the minimum requirements for placement at each level:Economic Opportunity Specialist I - wage range, non-exempt, $25.56/hour to $28.18/hour depending upon experience and training. Experience and Training Requirements:Minimum Education: High school diploma required, Associate's degree is preferred, equivalent combination of education and experience will be considered.Job Requirements: Valid Colorado Driver's License or ability to obtain within 6 months of hire. Ability to pass background check and MVR with results that are acceptable to the City of Rifle. Ability to work evening and weekend hours as required.Work Experience in Positions Similar or Related to This Job: Requires a minimum of 1 year of experience in an office environment preferably related work in the private or public sectors including: business retention or expansion, public sector or regulatory systems, and downtown revitalization.Economic Opportunity Specialist II - wage range, exempt, $62,016.00 to $71,450.00 annually depending upon experience and training. Experience and Training Requirements:Minimum Education: Highschool diploma required; Bachelor's degree in Economic Development, Public Administration, Business Administration, Urban Planning, or related field preferred; equivalent combination of education and experience will be considered.Job Requirements: Valid Colorado Driver's License or ability to obtain within 6 months of hire. Ability to pass background check and MVR with results that are acceptable to the City of Rifle. Ability to work evening and weekend hours as required.Work Experience in Positions Similar or Related to This Job: Requires a minimum of 3 years' experience in related work in the private or public sectors including: business retention or expansion, public sector or regulatory systems, and downtown revitalization.Economic Opportunity Specialist III - wage range, exempt, $91,123.00 annually depending upon experience and training. Experience and Training Requirements:Minimum Education: Bachelor's degree in Economic Development, Public Administration, Business Administration, Urban Planning, or related field, AND six (6) years of related experience in economic development, urban planning, real estate development, or business management. Equivalent combination of education and experience will be considered.Currently possess or ability to obtain within one year of hire Certified Economic Developer (CEcD) Certification.Job Requirements: Valid Colorado Driver's License or ability to obtain within 6 months of hire. Ability to pass background check and MVR with results that are acceptable to the City of Rifle. Ability to work evening and weekend hours as required.This position is full-time with benefits including Medical, Dental, Vision, and Life Insurance, as well as retirement, vacation, sick, and holiday pay.
