PPBE Program Analyst
Overview
En unrole you will provide budgetary support to a DoW-focused program in Chantilly, managing a multi-project portfolio with over $100M in annual funding. You will partner with the Government Project Manager to align financial planning, execution, and schedules through PPBE-informed analysis. The role emphasizes funds tracking, risk identification, and actionable insights to optimize funding and delivery. This position offers impact by shaping program finance in a defense R&D context.
ResponsibilitiesSupport financial execution across a portfolio of projectsTrack budget execution, obligations, and expenditures across multiple funding linesMonitor financial performance and identify risks impacting project deliveryAlign funding with project schedules, milestones, and execution prioritiesMaintain financial and execution trackersSupport PPBE-informed planning, funding strategies, and portfolio trade-off analysisAssist with budget build activities, spend plans, and funds phasingEnsure funding profiles align with project schedules and execution plansProvide appropriations-aware guidance for compliant funds executionDevelop executive briefings and financial decision-support materialsAnalyze burn rates, execution trends, and portfolio performanceProvide recommendations to optimize funding allocation and improve executionCoordinate with project teams, contracting, and financial stakeholders on funding actionsTrack alignment between project execution and available resourcesSupport milestone tracking and identify funding-related risksPrepare recurring financial and execution status updates
Key requirementsBachelor’s degree in Business, Finance, Accounting, Economics, Engineering, or related field15 years of experience with 5+ years supporting DoW financial management, budgeting, or program portfolio executionTS/SCI Clearance Required; #qinetiqclearedjobExperience with DAIExperience tracking funds execution across multiple projects or funding linesFamiliarity with PPBE process and DoW appropriations (RDT&E, O&M, Procurement, etc.)Strong analytical and communication skills, including executive briefing developmentAble to work full-time in a Chantilly VA office within SCIF/SAPF spacesStrong analytical skillsEffective communication and briefing developmentExecutive-level decision-support abilitiesDAIPPBE processDoW appropriations (RDT&E, O&M, Procurement)
