This is a technical project-controls role requiring strong cost engineering, public-agency funding compliance, data analysis, and audit-ready reporting.ResponsibilitiesManage project cost, budget, funding, schedule, accrual, invoice, and forecast controls across transportation capital programs.Review, code, validate, reconcile, and process consultant and contractor invoices, reimbursement requests, PRFs, and supporting documentation.Build and maintain project-control databases, funding trackers, cost reports, budget dashboards, invoice logs, and historical records using Excel, SharePoint, and Power BI.Develop Independent Cost Estimates (ICEs); perform bid analyses, compare proposals against ICEs, and identify cost, scope, and commercial variances.Monitor federal, state, and local funding allocations, eligibility, obligation deadlines, expenditures, and timely-use-of-funds requirements.Support grant administration, including scope compliance, reimbursement support, funding-program requirements, and audit documentation.Lead recurring project reviews with project managers; analyze actuals, commitments, forecasts, trends, schedule status, and funding availability.Identify cost and schedule variances, quantify impacts, issue early warnings, and drive corrective-action recommendations.Develop annual project budgets and funding plans; maintain funding schedules tied to allocations, project updates, cash flow, and expenditures.Track cost and schedule impacts from project risks; support risk-register updates, contingency analysis, and change documentation.Maintain construction bid databases, cost benchmarks, cost-recording standards, reporting procedures, and financial-control documentation.Prepare concise technical reports and decision-support materials for public-agency stakeholders and executive leadership.Coordinate across project management, engineering, environmental, design, construction management, geotechnical, finance, procurement, and external consultants.Required QualificationsBachelor’s degree in Engineering, Construction Management, Finance, Business, or related discipline plus 6+ years of project controls, cost engineering, or capital-project financial management experience; or 10+ years of equivalent experience.Strong experience in cost estimating, cost control, cost analysis, invoicing, accruals, forecasting, budget development, and schedule-performance monitoring.Advanced Excel capability; working experience with SharePoint, Power BI, financial reporting systems, and large project-control data sets.Knowledge of public-sector transportation funding, grant administration, reimbursement requirements, and audit-ready recordkeeping.Practical understanding of engineering, procurement, contracts, construction, change management, and project delivery processes.Ability to interpret financial data, reconcile inconsistent project information, and turn complex cost and funding data into clear recommendations.Strong written communication, stakeholder-management, and technical reporting skills.PreferredExperience with Caltrans, FTA, FHWA, or other federal/state transportation funding procedures.Experience supporting transportation, infrastructure, civil, rail, highway, transit, or public-works capital programs.Immediate startContract to hire potentially
