Job DescriptionEverforth ECS is seeking a Senior Governance Training Specialist to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award.The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.The Senior Governance Training Specialist serves as the principal authority for data governance training and enablement across WDP's multi-classification environments, designing and delivering the role-based instructional programs that equip data custodians, system owners, and operational stakeholders with the skills to execute catalog management, lineage registration, access control workflows, and audit compliance responsibilities in direct support of DoW data governance policy objectives. This is a senior-level role demanding deep expertise in enterprise data governance frameworks, cross-functional coordination, and measurable training outcomes that drive adoption of CDAO-approved governance standards across Combatant Commands, Joint Staff directorates, and mission-owner communities. Delivers governance training across Unclassified, Secret, and Top Secret enclaves and aligns instruction to CDAO-approved policies, standards, data-sharing agreements, lineage expectations, and access-control procedures. Translates approved governance policies and standards into role-based materials that show how to update catalog metadata, register lineage, process access requests, and assemble audit evidence using Collibra or Apache Atlas catalogs, Unity Catalog policies, identity services, and WDP-approved templates. Schedules recurring governance working sessions where data custodians and system owners bring active catalog, access, and lineage tasks and receive guided walkthroughs with validated methods. Publishes and maintains governance job aids, assessment rubrics, and policy quick guides in Government-approved repositories with accurate taxonomy, version control, and release notes tied to policy or tool changes. Tracks adherence indicators including catalog adoption, access-review timeliness, approval accuracy, lineage completeness, and conformance findings, and publishes governance impact reports. Coordinates with platform engineering, cybersecurity, and data tooling teams to verify pre-production test cases and to time content updates with enclave deployment windows for Combatant Commands and Joint Staff elements. Provides escalation paths for complex access and catalog issues and records lessons learned that feed the governance roadmap. Demonstrates measurable improvement in access-cycle performance, reduction in conformance defects, and increased use of approved governance workflows across WDP programs. Performs other duties as assigned.Required Skills Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI). 10-12 years of experience in data governance, enterprise data management, governance training and enablement, or a closely related discipline within federal, DoW, or enterprise data and analytics platform environments. Demonstrated senior-level experience designing and delivering role-based data governance training programs, including developing instructional content for catalog management, metadata standards, data lineage, access control workflows, and audit compliance processes aligned to enterprise policy frameworks. Hands-on familiarity with enterprise data governance and catalog tools such as Collibra, Apache Atlas, or Unity Catalog, with the ability to credibly guide data custodians and system owners through active catalog registration, access request processing, and lineage documentation tasks in a classified or government environment. Proven experience publishing and maintaining governance training content within Government-approved knowledge management platforms such as Atlassian Confluence or Microsoft SharePoint, including applying version control, metadata taxonomy, and structured content governance aligned to policy update and enclave deployment cycles. Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution. Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).Desired Skills Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility. Relevant data governance certification such as DAMA Certified Data Management Professional (CDMP) or equivalent credential, demonstrating mastery of enterprise data governance principles including metadata management, data quality, lineage, stewardship, and access control frameworks applicable to DoW mission environments. Experience supporting data governance training and compliance enablement within a DoW or federal data platform program, including familiarity with CDAO data-sharing agreement requirements, multi-enclave access control policies, and audit evidence assembly practices aligned to DoW cybersecurity and RMF obligations. Working knowledge of AI-assisted content development and governance automation tools, including familiarity with applying generative AI or intelligent knowledge management capabilities to accelerate policy-aligned content updates, personalized learning path delivery, and governance workflow adoption at enterprise scale. Familiarity with Agile and SAFe delivery methodologies, including experience coordinating governance training activities within sprint-based release cycles, Program Increment planning events, and cross-functional delivery teams spanning platform engineering, cybersecurity, and data governance functions.
