The Enterprise Architect will partner with agencies across state government to align business needs with technology strategy, helping deliver modern, effective services to North Dakota citizens.As a member of the State of ND's Enterprise Architecture team, the Enterprise Architect will develop and drive enterprise architecture strategy across the state's IT landscape. This includes aligning business and IT strategy, managing the state's IT portfolio, guiding solution pathing for agency initiatives, overseeing IT procurement alignment, and advising agency and NDIT leadership on strategic direction. Additionally, the Enterprise Architect will work across a broad portfolio of enterprise platforms and agency-specific solutions.In This Role:Strategy & PlanningDevelop and maintain enterprise architecture roadmaps that align business objectives with technology direction.Lead IT planning efforts in partnership with agencies to identify needs, evaluate options, and define solution paths.Support IT portfolio management by assessing the state's application and service landscape and identifying opportunities for consolidation, modernization, or retirement.Research emerging technologies and evaluate their applicability to the state's modernization initiatives.Governance & StandardsEvaluate IT change and procurements for alignment with state standards and architectural direction.Establish, manage, and promote IT standards, policies, and best practices for enterprise solutions.Stakeholder Engagement & LeadershipServe as a trusted advisor to agency and NDIT leadership, providing strategic insights and actionable recommendations.Collaborate with business stakeholders across agencies to understand business processes, identify gaps, and translate needs into solution paths.Lead cross-functional groups in the research, evaluation, and selection of new IT solutions, communicating clearly to both technical and non-technical audiences.What Success Looks LikeWithin the first year, the Enterprise Architect will own the strategy and roadmap for one or more enterprise domain areas, build trusted advisory relationships with agency stakeholders, and present strategic recommendations to NDIT leadership. Over time, this role will shape how the state approaches IT planning, portfolio management, and enterprise governance.What Strong Candidates BringFamiliarity with TOGAF or similar enterprise architecture methodologies.Experience with business architecture practices such as capability modeling, value stream mapping, or business process analysis.Experience with IT portfolio management, application rationalization, or IT investment planning.Experience working in government, higher education, or other regulated environments.Strong communication skills, with the ability to translate technical information for non-technical audiences and influence decision-making at the leadership level.Minimum QualificationsRequires an associate degree in Computer Science or an Information Technology related field, and at least five years of current and progressive work experience designing, evaluating, and implementing IT solutions across multiple technology domains.Additional work experience as described may substitute for the education requirement on a year-for-year basis.This position can be based anywhere in North Dakota (or a border community such as Moorhead, MN, East Grand Forks, etc), but preference will be given to candidates living or able to relocate to the Bismarck/Mandan area. For candidates living outside of Bismarck, regular travel to Bismarck will be expected through the use of the state fleet system.For those living within 50 miles of the Bismarck or Fargo office, this position will work a hybrid schedule, composed of both onsite and remote work.Application materials must clearly show an address in the selected recruiting area or confirm the candidate’s ability to relocate to ND or a border community within 30 days of an offer being made.
