Program Manager

Title: Business Operations Program Manager Location: Sunnyvale, CAHybrid Duration: 3+ months OverviewWe are seeking a highly organized and proactive Business Operations Program Manager to support the Advanced Operations Engineering (AOE) organization. This role serves as a central operational hub, driving program intake, resource planning, budget management, contractor lifecycle tracking, and cross-functional alignment across engineering and operations teams.The ideal candidate combines strong program management expertise, financial acumen, data-driven decision-making, and exceptional stakeholder management skills. This individual will help leadership make informed decisions through accurate reporting, forecasting, and operational insights.Key Responsibilities1. Program Intake & Operational PlanningDesign and maintain structured intake processes for new program requests across AOE teams.Develop customized intake questionnaires to effectively scope operational requirements and resource needs.Partner closely with engineering managers and stakeholders to assess program impact and resource requirements.Track new program requests and provide weekly status updates to leadership.Ensure program requests are properly documented, prioritized, and aligned with organizational objectives.2. Resource Planning & Data ManagementManage bi-weekly reviews of resource allocation and workforce planning reports.Monitor staffing utilization and identify allocation discrepancies, capacity risks, and uncommitted resources.Coordinate corrective actions with AOE managers and maintain action-item tracking.Create and maintain dynamic dashboards that provide real-time visibility into headcount, staffing, and resource allocation.Deliver weekly reporting on open headcount, hiring progress, staffing trends, and organizational risks.Improve alignment between engineering and production operations through consistent resource planning methodologies and reporting mechanisms.3. Vendor & Contract OperationsManage the complete lifecycle of Temporary Vendors/Contractors (TVCs), including onboarding, offboarding, compliance tracking, and workforce reporting.Maintain centralized visibility into contractor assignments, responsibilities, and engagement status.Establish and manage tracking mechanisms for legal contract reviews and approvals.Coordinate leadership sign-offs and ensure contract-related deliverables are completed on schedule.Develop dashboards and reporting tools to provide transparency into contractor and vendor activities.4. Budget Planning & Financial OperationsLead the annual budget planning process for the AOE organization.Partner with team leads and stakeholders to collect, consolidate, and validate budget requirements.Maintain real-time tracking of organizational spending against approved budgets.Prepare monthly financial reports, variance analyses, and executive-level budget summaries.Identify spending risks and provide actionable recommendations to leadership.Support procurement activities by partnering with finance and business operations teams to ensure timely processing of requests.Develop financial models to support quarterly forecasting, headcount planning, scenario analysis, and resource forecasting.Monitor projected burn rates and resource availability to support strategic decision-making.Required QualificationsBachelor's degree in Business Administration, Finance, Operations, Engineering, or a related field.5+ years of experience in Business Operations, Program Management, Strategic Operations, PMO, Finance Operations, or a related function.Experience managing budgets, forecasts, procurement processes, and financial reporting.Strong analytical skills with experience building dashboards and reporting solutions.Experience supporting engineering, technical, or operations organizations.Excellent stakeholder management, communication, and organizational skills.Ability to manage multiple priorities in a fast-paced environment.Preferred QualificationsExperience supporting engineering, hardware, manufacturing, cloud infrastructure, or technology organizations.Proficiency with Excel, Google Sheets, SQL, Tableau, Looker, Power BI, or similar analytics tools.Experience in workforce planning, headcount management, and resource allocation.Knowledge of contractor/vendor management processes and contract governance.Experience developing forecasting models and executive-level operational reporting.
