Technical Program Manager

Novus Technical Services USA is seeking an experienced Technical Program Manager – Semiconductor Construction to lead and support complex semiconductor and advanced manufacturing construction programs. This position will provide strategic, technical, and site-based leadership across multiple projects, project scopes, or client programs while ensuring successful execution from planning and engineering through construction, tool installation, commissioning, turnover, and closeout. The Technical Program Manager will coordinate across engineering, procurement, construction, quality, safety, scheduling, project controls, commissioning, and client stakeholders while maintaining overall visibility of program schedules, budgets, risks, technical requirements, and project performance. This role requires a strong understanding of semiconductor manufacturing and FAB environments, including cleanrooms, tool installation and hook-up, process and facility systems, equipment integration, and commissioning. The successful candidate must be capable of working directly with engineers, construction teams, equipment manufacturers, and tool vendors to identify and resolve technical integration issues that could affect project execution. The ideal candidate will combine strong technical knowledge, construction leadership, program management, and commercial awareness with the ability to oversee multiple projects and multidisciplinary teams. While initially supporting operations in Manassas, Virginia, this position may support additional semiconductor projects and client programs throughout the United States as business needs require. Qualifications and Requirements Bachelor’s degree in Engineering, Construction Management, Project Management, or a related technical discipline preferred. Minimum of 10 years of construction, engineering, project management, and/or program management experience. 5+ years of semiconductor construction or manufacturing experience preferred, ideally involving FAB construction, tool installation/hook-up, cleanrooms, process systems, advanced manufacturing, or commissioning. PMP certification or equivalent project/program management accreditation preferred. Demonstrated experience managing multiple projects, technical workstreams, or client programs simultaneously. Experience leading or providing oversight to Project Managers, Project Leads, engineers, construction teams, subcontractors, vendors, and other technical personnel. Strong understanding of semiconductor FAB environments, cleanroom construction, tool installation/hook-up, facility systems, process systems, and commissioning activities. Ability to work directly with engineers, equipment manufacturers, tool vendors, construction teams, and client technical stakeholders. Experience managing and coordinating both electrical and process/mechanical disciplines. Strong understanding of construction methodologies, standards, practices, techniques, and technologies. Strong knowledge of project planning, scheduling, Critical Path Method (CPM), Primavera P6, and project controls. Knowledge and practical understanding of Earned Value Management (EVM). Commercially knowledgeable with experience in change management, variations/change orders, forecasting, budgeting, and cost control. Experience working with Lump Sum and Bill of Quantities (BOQ) re-measurable contracts. Strong understanding of Health, Safety, Environment, and Quality (HSEQ) requirements and site compliance. Demonstrated ability to identify technical integration risks, schedule constraints, project dependencies, and performance issues and implement corrective or recovery actions. Strong leadership, communication, problem-solving, negotiation, and decision-making skills. Excellent organizational, reporting, documentation, and presentation skills. Strong client-facing communication and stakeholder-management abilities. Ability to manage competing priorities and perform effectively under pressure while meeting demanding project deadlines. Ability and willingness to travel to project locations throughout the United States as required. This position is safety-sensitive and requires successful completion of applicable background screening and a ten-panel drug and alcohol screening as a condition of employment. Essential Duties and Responsibilities Provide technical and program leadership across multiple semiconductor construction projects, scopes, or client programs. Lead program execution to ensure technical requirements, contractual obligations, schedules, budgets, quality standards, and key milestones are achieved. Coordinate multidisciplinary activities involving engineering, procurement, construction, quality, safety, scheduling, project controls, commissioning, and operations. Manage and provide direction to Project Managers, Project Leads, engineers, construction leadership, and other program personnel, as applicable. Serve as a primary technical and program interface between Novus leadership, clients, engineers, contractors, subcontractors, equipment manufacturers, and tool vendors. Maintain overall visibility of program schedules, budgets, technical requirements, risks, resources, dependencies, and client expectations. Coordinate technical interfaces between electrical, process/mechanical, engineering, construction, tool installation, commissioning, and facility operations. Support and oversee FAB construction, cleanroom activities, equipment installation, tool installation/hook-up, process systems, utilities, and commissioning activities. Identify and resolve technical integration issues between construction activities, facility systems, equipment requirements, and tool installations. Work directly with engineering teams and tool vendors to ensure technical requirements are understood, coordinated, and incorporated into project execution. Review technical project requirements, drawings, specifications, schedules, and installation plans to identify potential conflicts or execution risks. Monitor construction and technical progress against established schedules, budgets, productivity targets, and contractual milestones. Review master schedules and critical-path activities to identify potential delays, dependencies, and impacts across projects and technical workstreams. Identify program-level risks, constraints, technical conflicts, and performance issues and develop appropriate mitigation, corrective-action, and recovery plans. Take ownership of critical technical and project issues and ensure corrective actions are implemented and tracked through resolution. Monitor program financial performance, including budgets, forecasts, commitments, cost-to-complete projections, variations, and change orders. Support commercial and contractual management activities, including documenting technical impacts that may affect scope, schedule, or cost. Establish and maintain effective program reporting, forecasting, risk-management, and performance-monitoring systems. Prepare and present technical and program status updates, forecasts, risk assessments, schedule updates, and recovery plans to internal leadership and client stakeholders. Drive labor efficiency through effective manpower planning, resource allocation, utilization, and productivity monitoring. Coordinate subcontractors, vendors, and equipment suppliers to ensure activities align with program requirements and construction schedules. Support procurement and material-management activities to ensure materials, equipment, and technical requirements align with project schedules. Promote a strong safety culture and ensure activities comply with applicable HSEQ requirements, site procedures, regulatory requirements, and client standards. Ensure work is performed in accordance with approved drawings, specifications, procedures, quality requirements, and client expectations. Lead and support commissioning, system turnover, tool turnover, punch-list completion, project closeout, and final handover activities. Ensure required technical, construction, and program documentation is properly maintained throughout the project lifecycle. Build and maintain strong client relationships while proactively addressing technical concerns, program priorities, and changing project requirements. Provide technical program management support to other semiconductor construction projects throughout the United States as required.
