Health Safety and Environment Supervisor

HSE Supervisor (Surface Mining) Position Summary The Health Safety and Environment Supervisor will be responsible for supporting the Management and Supervisory teams in setting standards and implementing HSE requirements to prevent injuries, incidents and protect employee safety, health, and company assets. The incumbent will be providing training, coaching, auditing, and technical support to all the employees at all the facilities assigned to them. In addition, this position will assist with environmental compliance and continuously strive improving on Management engagement in safety and the safety culture. Supervisory Responsibilities None Direct report: Director HSE Indirect report: Plant Manager Essential Duties and Responsibilities Serve as the technical resource in ensuring compliance with MSHA and environmental regulations at all levels. Working with the Leadership team, regularly going on site walks examining and inspecting operational practices, policies, and procedures to ensure compliance with own HSE Plan. Help management drive the implementation of the HSE Program and associated health and safety policies and procedures. Conduct regular emergency exercises (2 x per year) on the Emergency Response and Evacuation procedure. Review outcomes and implement improvements. Implement the HAZMAT policy and program, provide training to all, and assist with regular waste hazmat disposal by service providers. Review hazard assessments and site inspections, make recommendations, assist in development of solutions, and follow up through closure. Support Leadership with incident investigations involving all injuries, incidents, and near misses, and with the root cause analysis, and the development and implementation of corrective actions. Analyze incident data and provide feedback and direction to help management focus on key areas for improvement. Consult with management on a routine basis to facilitate and support plant HSE needs to achieve goals and develop the safety culture. Review with Engineering all proposed changes in processes or equipment to ensure compliance with safety and health standards including ergonomics. Review all critical work plans and be present on site for safety critical operations. Initiate activities that stimulate and maintain employee interest in the plant's Health and Safety programs. Coordinate industrial hygiene monitoring activities at the site. Attend seminars and meetings to obtain new ideas, equipment and methods to improve the HSE program. Serve as a resource in managing Workers’ Compensation claims where necessary and assist the plant in recordability determinations. Assist in the development and presenting of employee safety orientation, MSHA new miner and the yearly MSHA experienced miner refresher training on time. Liaison with plant and governmental officials and be present during inspections and resolution of potential issues. Assist in training all employees to elevate the safety culture and the knowledge of the organization on conformance to policies, procedures, and compliance with regulations and on specific task related topics. (i.e., Fall protection, Confined space, Electrical awareness, Conveyor safety, LOTO, etc.) Attending pre-shift safety meetings and other meetings as requested by management, help address any safety concerns at the time. Ensure the preparation of reports and the timely submission. Maintain constructive working relationships with co-workers, leads, supervisors, and managers. Perform other duties as assigned to the satisfaction of your supervisor. Minimum Qualification (Knowledge, Skills, and Abilities) Bachelor’s degree in safety management is preferred or certified in Occupational Health and Safety or a related technical field. Either possess or working towards: CSP, CIH, OHST, CHST, ASP, GSP. MSHA safety trainer is a big plus. First aid, CPR and AED instructor is another big plus. Minimum of 3 years of mining industry experience, with minimum of 1 year of previous Mining experience as an on-site safety person. Knowledgeable in MSHA, Federal, State, Fire safety, ANSI standards, and general Workers’ Compensation laws. Experienced in conducting Respiratory fit testing and training on the inspecting, cleaning, and maintenance of respiratory equipment. Experience working with rail safety a plus. Experience working with confined space multi gas monitoring equipment - bump test, calibration, and maintenance and in providing training to users. Experience taking noise measurements and implementing corrective and preventative measures. Experience managing environmental spills, implementing the HAZMAT policy and program, and assisting with regular waste hazmat disposal by service providers. Good understanding of dust sampling, interpreting the results and providing mitigating recommendations. Ability to develop training plans and train employees on safety related subjects. Excellent computer skills with knowledge in Microsoft Office and Excel is required. Proven results in MSHA training, inspections/ site standards and reporting requirements. Must be a self-starter with good problem solving, and time management and communication skills; be able to organize people and tasks; possess leadership skills. The position is located in Yoder, WY and requires in-person attendance to perform the job duties. Moderate travel 15-30% may be required in the performance of duties. Personal Protective Equipment: Safety glasses, hard hat, reflective vest, and steel toe boots must be always worn. Hearing, respiratory and/or fall protection equipment must be worn where required. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must frequently make minor decisions with limited information, general decisions in the absence of specific directions, and perform activities requiring sustained concentration.
