By Light is your answer. We have an immediate need for a Program Control Analyst to support an important government customer in Alexandria, VA. The Program Control Analyst is responsible for various project financial, cost, and schedule activities and provides primary support to the Corporate Finance Department and the Program Management team.This is a hybrid full time position.ResponsibilitiesProficiency in project finance over multiple operational and project efforts, forecasting and tracking labor costs, manage invoicing and collections; analyzing actuals, committed and planned costs; responsible for Estimate at Completion (EAC) creation and analysis with operations / clientAssist in contract communication and financial analysis with the finance and accounting departments regarding forecasts, funding, burn rate, and profit marginMaintain good internal controls and policies based on contract requirements, accounting/financial standards with regards to project accountingProactively review established contract processes and procedures, assist with implementing changes where applicable to enhance the contracts effectiveness and efficienciesMonitoring timesheet compliance and contractor hours to report on compliance and overages to receive proper authorization and inform management of any issues with labor compliance and chargingControl contract resource requests and advise management on labor requirements for contract positions in addition to controlling the contract onboarding and off boarding processVerbal and written communication with both government and By Light Senior Management and Project ManagersAssist the contracts Program Manager and Deputy Program Manager in managing the contract daily, across all operational aspects of the contractEnsure monthly project financials are accurate, and that the customer is fully aware of all financial / funding issues well ahead of time or as neededProvide Monthly Financial Reports and keep track of all outstanding client baselinesTrack subcontractor funding allocation with Prime contract, subcontractor funding, subcontractor billing and payments.Contract financial updates and contract reviews when requested.Ad hoc financial analysis on high visible projects, staffing levels and staffing changes.Required Experience/QualificationsBachelor’s degree in Accounting, Finance, or related field2+ years of experience in Finance or Project ManagementExperience with budgeting or Program FinanceCandidate must have excellent verbal and written communication skills. Position is government facingCapable of communicating confidently and effectively to senior executives both verbally and in writingCandidate must have excellent Excel, PowerPoint, and Word skillsPreferred Experience/QualificationsExperience with Deltek CostpointFamiliarity with the Federal Acquisition Regulation (FAR)Special Requirements/Security ClearanceMust be able to obtain Public Trust Clearance
