Serve Horseshoe Bay.Functions:The Development Services Coordinator serves as a central point of coordination for development-related processes, including permit intake, application routing, plan review tracking, and customer communication. This position ensures that development applications move efficiently through the review process by facilitating coordination between internal departments, external agencies, and applicants.This role emphasizes organization, communication, and process management over technical plan review authority, while maintaining a working knowledge of applicable codes and development procedures.Essential Duties and ResponsibilitiesCoordinates the intake, review, and processing of development applications, permits, and related documentationServes as a primary point of contact for applicants, contractors, developers, and the public regarding development processesReviews incoming applications for completeness and routes them to appropriate departments for reviewTracks permit and plan review status, ensuring timely progress and follow-up across all reviewing entitiesCommunicates clearly and consistently with applicants regarding requirements, deficiencies, and next stepsDetermine appropriate fees and assist in collecting the fees for development projectsFacilitates coordination between Development Services, Public Works, Utilities, Fire, and other departments involved in the review processAssists in preparing and maintaining permit records, reports, and documentation in applicable software systems (e.g., IWorQ, MyGovernmentOnline, GovWell or similar)Provides guidance to applicants on general code requirements, submittal procedures, and City standards (non-interpretive)Identifies process inefficiencies and recommends improvements to enhance workflow and customer serviceSupports front desk operations and serves as backup for permit technician duties as neededAssists with coordination of inspections, approvals, and final permit issuanceMaintains organized and accurate records in compliance with City retention policiesAttend development related meetings as needed or requiredProvide support in preparation of Development Review Committee, Planning and Zoning, Board of Adjustment or City Council agenda items, as neededAll other duties as assignedMinimum Training, Education and Experience Required:High School Diploma or GED.Valid drivers license.Minimum of two (2) years of experience in permitting, development services, construction administration, or a related fieldPreferred Training, Education and Experience:Three years related experience and/or training; or equivalent combination of education and experience.Experience with MyGovernmentOnline, IWorQ, GovWell or other permitting software.International Code Council (ICC) certification (e.g., Permit Technician or related) preferredFamiliarity with Texas municipal development regulations preferredAssociate degree in public administration, construction management, planning, or a related field preferredKnowledge, Skills and Abilities Required:Knowledge of municipal permitting processes and general development proceduresWorking knowledge of building codes, zoning regulations, and development standardsStrong organizational and time management skills with the ability to manage multiple projects simultaneouslyExcellent interpersonal and customer service skills, including the ability to navigate difficult conversations professionallyAbility to communicate clearly both verbally and in writing with a wide range of stakeholdersStrong attention to detail and ability to ensure completeness and accuracy of documentationAbility to coordinate across departments and maintain accountability without direct authorityStrong organizational skillsProficiency in Microsoft Office Suite and permitting/database software systemsAbility to learn and adapt to evolving processes, software, and regulatory requirementsThe City of Horseshoe Bay is an Equal Opportunity Employer.
