Program Manager – Federal Document Processing & Records Management ProgramSilver Spring, MDFull-time, 100% onsiteSalary range: 145 – 175K + benefitsWe are seeking an experienced Program Manager to lead a large federal government program supporting the processing, management, and control of critical documents, records, regulatory materials, and information assets. This role has overall responsibility for contract performance, customer satisfaction, staffing, financial management, compliance, risk management, and successful delivery of program requirements.Responsibilities- Lead all aspects of a federal contract supporting document processing, records management, and information services.- Manage a workforce of 60-100 personnel, including staffing, onboarding, performance management, and retention.- Serve as the primary interface with government customers, including COs, CORs, program managers, and other stakeholders.- Manage program scope, schedule, budget, quality, staffing, risks, issues, SLAs, and contractual deliverables.- Ensure compliance with contract requirements, federal regulations, security requirements, and company policies.- Maintain program plans, schedules, risk logs, action-item tracking, status reporting, and performance metrics.- Lead governance meetings, customer reviews, executive briefings, and program reporting.- Manage subcontractors and teaming partners.- Support contract modifications, task orders, transitions, proposals, and growth initiatives.- Drive continuous improvement, operational efficiency, quality management, and Agile practices where applicable.- Brief company leadership on program status, financial performance, staffing, risks, and strategic opportunities.Required- Bachelor's degree in a technical, business, information management, records management or related discipline.- 10+ years of project/program management experience supporting federal contracts.- Experience with contract compliance, document processing, database management, records management, FAR, and agency-specific contracting requirements.- Experience managing 60+ employees across multiple task orders and/or locations.- Experience preparing and delivering formal reports, status updates, and contract deliverables.- Proven ability to work directly with federal CORs/TOPMs and ensure timely responses and delivery across task orders.- Eligibility to work in the United States and ability to pass a thorough federal background investigation.Desired- Experience managing large federal document management, records management, or information management programs.- Experience supporting the FDA strongly preferred, including document control, regulatory operations, records management, or program management functions.- Knowledge of the FDA medical-device regulatory lifecycle; CDRH, OPEQ, Document Control Center, and premarket/postmarket operations experience preferred.- PMP or PgMP certification preferred.
