Role: Database Application DeveloperDuration: 12 monthsLocation: Hartford, CTProject Description:The client is seeking a Solution Architect (database applicationdeveloper) to replace and modernize the existing database front end, which currentlyutilizes SQL with a Microsoft Access front end. The objective of this project is toenhance data collection, dissemination, and security-related reporting capabilities whilediscontinuing the use of Microsoft Access as the front end.This SOW outlines the scope of work, qualifications required and key deliverables forpotential applicants.Scope of Services:The ideal candidate must be able to contribute immediately in the following areas:• Needs Assessment: Conduct a comprehensive assessment of the existingdatabase system and identify the specific requirements, functionalities, andfeatures needed to modernize and improve it.• Design and Development: Design and develop a user-friendly, web-baseddatabase application with a responsive and intuitive front end to replaceMicrosoft Access. The application should include modules for prisoners'information, prisoner movement, prisoner transportation, security threats, incidentreporting, PREA notifications, and security-related reporting.• Data Migration: Migrate all existing data from the current SQL database andMicrosoft Access to the new database application without data loss or corruption.• Security: Implement robust security measures to ensure data privacy, accesscontrol, and compliance with relevant regulations and standards.• User Training: Provide training to JMS personnel on how to use the newdatabase application effectively.• Documentation: Create comprehensive documentation that includes systemarchitecture, data flow diagrams, user manuals, and technical guides for systemadministrators.• Testing: Assist Client in performing rigorous testing, including unit testing,integration testing, and user acceptance testing to ensure the application'sreliability and performance.• Maintenance and Support: Minimally, provide Client training on how to provideon-going maintenance and support services including bug fixes, updates, andenhancements.Minimum QualificationsIn addition to the standard skills and qualifications for the job class, the ideal candidateshall possess the following experience:General Experience:• Minimum ten (10) years of experience in design, development, unit testing, andsolving complex engineering problems.Technical Competencies:• .NET Framework (4.6.2 and up)• .NET 6 and above• .NET MVC 5• Entity Framework 6 and Entity Framework CORE• .NET WEB API• Razor view and/or Blazer• SQL Server (2016 and up)• SSIS & SSRS• IIS (8.5 and up)• Azure Dev Ops and Azure Identity will be a plus• SQL Server Performance Skillso Optimize SQL queries (Query Execution Plans .. etc.,)o Simplify Index analysiso Resolve SQL Server deadlockso Identify the root cause of SQL Server blockings• Bootstrap and JQuery• Messaging APIs• Understand and able to implement design patterns (Repository Pattern .. etc.)TimetableA duty station will be assigned in Hartford, CT (exact location to be advised) withopportunities for remote work and a flexible work schedule between 32 and 40 hoursper week.
