Project Engineer / Technical Project Manager - P2 Special Programs

Position: Senior Engineer Project Engineer (PE) / Technical Program Manager (TPM) – Cedar Rapids, Iowa (Onsite, U.S. Citizen required) Location: 143 855 35Th St NE, Cedar Rapids, IA What You Will Do Serve as the primary technology and engineering focal point for leadership and the customer on various programs Guide engineering development in accordance with Management Systems, Engineering Process, requirements, budget, and schedule Develop and monitor project plans, schedules, and budgets for small to mid‑size projects and suggest adjustments as needed Provide Earned Value Management (EVM) analysis on assigned programs Lead development, planning and execution of SETR events (PDR, CDR, TRR, etc.) Define and manage technical risks & opportunities, developing and executing mitigation plans Provide guidance to multidisciplinary teams, leading effective working sessions and trade studies, and correcting technical problems Influence policies, practices, and procedures within and outside the work area at an operational level Coach, review, and delegate work to lower‑level professionals Work with resource managers to ensure projects are appropriately staffed Qualifications You Must Have Degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience (unless prohibited by local laws/regulations) Well organized and able to communicate effectively with engineering team, leadership, and customers Experience in avionics systems development, verification/validation, and interfaces is beneficial EVM experience and familiarity with government reporting requirements for earned value Experience with Project Management, Control Account Management (CAM), and earned value Experience in technical risk & opportunity management Experience in leading Bid and Proposals for Defense TINA‑compliant bids Proposal support experience, including writing Basis of Estimates (BOEs) Familiarity with Agile processes/methodologies Understanding of Engineering, support for Systems Engineering, Software, Hardware, and Firmware development and collaboration Active and transferable SECRET clearance is required prior to start date; U.S. citizenship is required We Prefer Experience or exposure to leading teams with applications such as Microsoft Project, Confluence, or JIRA Agile experience as a Scrum Master, Product Owner, or other Agile leadership roles Familiarity with bidding and project/task estimation tools (e.g., SEER products) Competence in peer review processes, configuration, and change management Understanding of military concepts of operations or Data, Displays and Controls Benefits Medical, dental, and vision insurance Three weeks of vacation for newly hired employees Generous 401(k) plan with employer matching and separate retirement contribution including a Lifetime Income Strategy option Tuition reimbursement program Student loan repayment program Life insurance and disability coverage Optional coverages such as pet insurance, home and auto insurance, additional life and accident insurance, critical illness insurance, group legal, ID theft protection Birth, adoption, and parental leave benefits Health‑related benefits such as Ovia Health, fertility and family planning, and employee assistance program Wellness incentives, rewards programs, and virtual doctor visits Child and elder care services, including Bright Horizons and Teladoc medical experts Eligible for relocation assistance and other relocation benefits Salary Range: $107,500 – $204,500 USD RTX is an Equal Opportunity Employer.
