Engagement TypeContract Short DescriptionDHS Business Analyst (Office of Children, Youth and Families (OCYF) Complete DescriptionBACKGROUNDHighly skilled Business Analyst to support current IT system development and maintenance while also transitioning to a new statewide Child Welfare Case Management System (CW CM) in alignment with the Office of Children, Youth and Families (OCYF).Support current IT system development and maintenance whilealso transitioning to a new statewide Child Welfare Case Management System (CWCM) in alignment with the Office of Children, Youth and Families (OCYF).RESOURCESDHSshall provide office space within the SDMU office at the Harrisburg UptownBuilding, Harrisburg PA 17110. In addition, DHS will supply all necessaryhardware, software, network connection, phone and fax for daily use as neededto complete assigned work items.Work Location:The selected candidate must reside in Pennsylvania and beable to report to the office location at least ‘2' days per week. Teleworkarrangements are subject to change at any time, and candidate must have asecurely configured high-speed internet connection.ROLE OBJECTIVES:Primary responsibilities willbe to manage specific components and/or initiatives that support OCYF ITsystems and users. While this contractor will be playing a significant role inthe support of subject matter experts for the future Child Welfare CaseManagement (CW CM) System, this contractor will also in the help the SystemsSection within the Systems and Data Management Division to manage functionalityof IT systems which are currently overseen by this unit, and are anticipated tobecome part of the future CW CM solution. This includes but is not limited to, theChile Welfare Information System (CWIS), the data collection system utilizedfor providing data for the Federal Adoption and Foster Care Reporting System(AFCARS) requirements, and the Title IV-E QA Invoicing System. The contractoris responsible for supporting subject matter experts in development userrequirements, reviewing project deliverable and performing user acceptancetesting as it pertains to legacy systems and the future CW CM system, as athorough understanding of the current IT systems that will be replaced by CW CMwill be essential to the success of the CW CM effort.ROLE REQUIRMENTS:Plan,organize, prioritize, and manage multiple initiatives across the OCYFproject team.- Manage submission and tracking of system defects and change requests related to assignedsystem components.- Manage processes and timelines in a manner necessary to meet program officespecifications, and/or state or federal compliance requirements.- Provide regularstatus reports for projects and/or tasks as assigned.- Manage workassociated with addressing data quality needs identified by the programoffice, federal compliance needs, and/or those identified within the CCWISdata quality plan.- Review user requirements/userstories and functional specifications for system development, enhancementsor configuration and supports associated system user acceptance testing, deployment,problem resolution, and end-user support activities.- Responsiblefor compliance with standards and procedures specific to assignedinitiatives.- Manage andtrack progress against the project schedule and scope.- Anticipateissues and proactively address them. Identify and track issues, and reportissues using the appropriate chain of command.- Build andmaintain relationships with key stakeholders and customer representatives.- Provide supportto business operations and end users for OCYF and/or DHS software applicationsregarding business operations and technical issue evaluations andresolutions.- Investigatesand resolves business operational and software issues identified andreported by users.- Communicateeffectively with customers and software / hardware suppliers supportingthe commonwealth as appropriate.- Establishes and maintains effectiveworking relationships with the network of county children and youthagencies, other Department staff, and other contractors.- Uses Microsoft programs (Excel,Word, PowerPoint, Access, and Outlook) for documentation and communicationpurposes. Uses Team Foundation Server (TFS), Microsoft Azure (projectscurrently managed using TFS are anticipated to be migrated to Azure in thenear future), and Microsoft Test Manager (MTM).- Conducts meetings and/or follow-upsessions with stakeholders as needed in order to gain necessary detailedunderstanding of relevant business processes.- Assist in the Data Management Sectionof the SDMU as needed with tasks relevant to the CW CM initiative.- Able to use the Commonwealth ServiceNow incident reporting system for incident and request tracking andprocessing.- Able to lead/facilitate meetings orworkgroups in-person and/or virtually as assigned.- Able to develop and facilitatepresentations in-person and/or virtually as assigned.- Able to develop responses topublic/media/stakeholder/federal inquiries as assigned.- Able to workin a team environment.- Travel asneeded.SKILLS ANDEXPERIENCE REQUIREMENTS- 7 years’experience in developing business, functional and user requirements for ITsystems.- 7 years’ knowledge of businessanalysis process, principles, practices, and techniques.- Knowledge of software developmentlifecycle with focus on the user requirements and UAT.- Excellent written and verbal communicationskills.- Strong interpersonal skills and theability to work with diverse user groups.- Contractor must be fluent in English and be able to be clearlyunderstood over the phone.- Ability to establish and maintaineffective working relationships.- Highly Desired - 2 years’experience performing similar work in the Child Welfare or other HumanServices Field.- Highly Desirable -IIBA certification.Required/Desired Skills Skill Required/Desired Amount of Experience Experience in developing business, functional and user requirements for IT systems. Required 7.0 Years Knowledge of business analysis process, principles, practices, and techniques. Required 7.0 Years Excellent written and verbal communication skills. Required     Must be fluent in English and be able to be clearly understood over the phone. Required     Experience performing similar work in the Child Welfare or other Human Services Field.
