Program Support Specialist - The Program Support Specialist supports Bonneville Power Administration's Personnel and Information Security (NNP) organization by administering and coordinating federal personnel security programs in compliance with HSPD‐12, DOE, OPM, GSA, and NERC CIP requirements.Core PurposeProvide day-to-day operational, administrative, and customer support for BPA's Personnel Security program, including onboarding, credentialing, access control, compliance tracking, audits, and continuous process improvement-while handling sensitive information with strict confidentiality.Key Responsibilities+ Support personnel onboarding, security clearance processing, badging, and physical access issuance/revocation+ Process and manage e‐QIP submissions, fingerprints, identity verification, and coordination with OPM+ Administer HSPD‐12 / PIV, USAccess, FACTS, and access control systems; maintain data integrity and records+ Monitor, track, and report program metrics, workflows, and compliance tasks using tools like Excel, SharePoint, and dashboards+ Respond to inquiries from BPA staff, federal employees, contractors, and external partners regarding security access and onboarding+ Assist with internal and external audits, assessments, and compliance certifications; collect and evaluate audit artifacts+ Draft and update procedures, templates, and documentation for personnel security and access management processes+ Analyze existing security processes, identify gaps, and recommend efficiency and control improvements+ Support foreign national access, visits, and assignments, ensuring DOE and NERC compliance+ Participate in incident reviews, rapid response activities, and cross-functional security meetingsSkills & Background+ Experience in program/project support, personnel security, access management, or compliance environments+ Strong organizational, documentation, and customer service skills+ Proficiency with Microsoft Office and security-related databases/systems+ Familiarity with federal security policies, audits, and regulated environments preferredImpactThis role is critical to ensuring BPA maintains secure, compliant, and efficient personnel and access management, directly supporting federal security mandates and protecting sensitive systems and facilities.Duration: 1 year renewable contractJob Type & LocationThis is a Contract position based out of Portland, OR.Pay and BenefitsThe pay range for this position is $36.00 - $41.00/hr.Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
