Program Analyst — NOAA Office of Coast Survey Support (1-Year Contract)

Salary: $90,000 - $105,000/year

About the Role
Join the National Oceanic and Atmospheric Administration's (NOAA) Office of Coast Survey (OCS) as a Program Analyst supporting advisory committee operations and directorate-level engagements. You'll bring structure and organization to federal committee processes, meeting planning, and correspondence, playing a key role in how OCS coordinates with stakeholders and complies with federal advisory requirements.
What You'll Do
- Facilitate advisory committee meeting planning, including agenda setting, materials distribution, note-taking, and follow-up
- Maintain accurate and organized membership records for advisory committees
- Draft and manage controlled correspondence, including memos, point papers, and draft letters
- Develop and maintain standard operating procedures for advisory committee activities
- Identify problems, propose practical solutions, and defend recommendations to leadership
- Support engagements and priorities for the Coast Survey Director
- Apply working knowledge of federal administrative practices, especially the Federal Advisory Committee Act (FACA)
What You'll Bring
- Bachelor's or Master's degree (Bachelor's degree plus 5 years of relevant professional experience may substitute for a Master's degree)
- Minimum 1 year of professional experience working with federal agency policies, meeting planning, and/or Congressional engagement; minimum 3 years of total related work experience
- Strong organizational skills with close attention to detail
- Understanding of administrative/management principles, practices, and procedures
- Familiarity with the Federal Advisory Committee Act (FACA)
- Excellent written communication skills, with the ability to produce clear guidance documents
- Ability to work independently, manage competing priorities, and support senior leadership
