SUMMARYUnder the direction of the Procurement Manager, this position is responsible for procuring goods and services in compliance with CAT's procurement policies and procedures as well as Federal Transportation Administration regulations.ESSENTIAL JOB FUNCTIONS:Establishes bid standards and prepares procurement documents to publicly solicit bids and contracts for the purchase and/or lease of materials and services.Lead reviews of proposals to determine the best offer.Ensures records are maintained and procurements are documented from origination through completion.Manages the procurement of all supplies, equipment, and services for the CAT Procurement Policy and Procedures manual.Makes recommendations on policies and procedures needed to ensure the success and compliance of all procurement-related activities.Provides procurement research into procurements to ensure CAT obtains the best possible price.Identifies suppliers that satisfy CAT's contracting and purchasing requirements.Prepares solicitation documents and offers using various forms of advertisement.Maintain vendor list.Conducts evaluations of offers and determines the best supplier in accordance with solicitation requirements and ensures compliance with Procurement policy..Assures suppliers deliver materials and services in accordance with standards of price, time, quantity, and quality agreed upon.Processes requisitions for goods and services per Authority policy and procedures.Issues purchase orders once all support documentation has been prepared.Receives vendor invoices and processes per Authority policy and procedures.Exhibits a strong sense of urgency to maintain high personal performance while making decisions and allocating resources in a cost-efficient manner.Performs with excellence other duties as assignedSUPERVISORY RESPONSIBILITIES – Provision supervision over the procurement process with oversight from the procurement manager.QUALIFICATIONS – To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Possesses a strong working knowledge of procurement and contracting, following Authority, state, and federal government guidelines.LANGUAGE SKILLS – Ability to read and comprehend instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. English is required, and bilingual is a plus.REASONING ABILITY – Able to apply common sense understanding to conduct detailed written or oral instructions. Ability to deal with problems involving several variables in standardized situations. Strong analytical skills are necessary.COMPUTER SKILLS – Experience with work processing, spreadsheets, internet software, email, and/or database software preferred. Microsoft Office skills are required.CERTIFICATES, LICENSES, REGISTRATIONS – Professional procurement certification is a plus.PHYSICAL DEMANDS – The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
