Civil Works Project Manager

Location: Overland Park, KS; Des Moines, IA; Fort Worth, TX; Jacksonville, FL Company: Black & Veatch Family of Companies (Black & Veatch Corporation) Opportunity BV seeks a Project Manager to lead civil works projects for Department of Defense and other federal entities, including planning, design, construction, operations and maintenance, and rehabilitation or major modification processes. Key Responsibilities Manage all aspects of small to mega design services projects, including risk to cost, schedule, and quality. Ensure day‑to‑day successful execution of engineering, procurement, and construction phase services with focus on performance, financial metrics, planning, schedule, quality, contractual compliance, safety, and client satisfaction. Lead and staff multidisciplinary project teams; identify staffing requirements and coordinate with discipline department managers. Integrate activities of engineering, procurement, construction, and commissioning phases, including third‑party contractors. Support business capture by leading proposal teams and responding to client requests for proposals. Engage in business development in a “seller‑doer” role to secure client satisfaction and repeat business. Lead BV’s participation in the Federal CPARS contractor evaluation system. Manage multiple clients and projects, obtaining new/repeat business as appropriate. Preferred Qualifications 5+ years of civil works project management experience (direct PM, Task Order Manager, Engineering Manager, SME, or major discipline team leader). Proven experience with DoD clients delivering high quality A/E programs, managing geographically dispersed multidisciplinary teams. Experience managing facilities and infrastructure projects for DoD or other federal agencies, including qualification package development, fixed‑price task orders, and design‑build or other procurement options. Licensed Engineer or Architect preferred. Minimum Qualifications Bachelor’s degree or equivalent experience. Successful completion of pre‑employment onboarding (criminal/civil background check, drug screen, motor vehicle records search). Work Environment / Physical Demands Hybrid or flexible work options may be offered after 90 days of employment. Travel Typical office and construction environment with exposure to weather, noise, chemicals, and other hazards, and lifting up to 40 lb.
