For more details, please connect with AMIT MEHRA at 609-401-2349 or email at amitm@vgroupinc.comEnd Client: Maryland Health Benefit Exchange (MHBE)Job Title: Penetration Testing /Cyber Security EngineerDuration: Base Contract (June 8, 2026 – June 30, 2026) + 2 Optional Extension Years (through June 30, 2028)Location: Hybrid – 750 East Pratt Street, 6th Floor, Baltimore, MD 21202Position Type: ContractHours Per Week: 40 Hours per WeekInterview Type: Phone / Web Interview or In-Person (as determined by MHBE)Requirement ID: MD78SeniorSystemsSecuritySpecialistRFR051326Senior Systems Security Specialist with strong expertise in Penetration Testing, Red Team Operations, Vulnerability Assessments, Cloud Security, Threat Modeling, and Incident Response to support enterprise cybersecurity initiatives for Maryland Health Benefit Exchange (MHBE).This is a highly strategic cybersecurity role focused on protecting critical healthcare systems, sensitive citizen data, and enterprise infrastructure against evolving cyber threats and advanced attack vectors.Key Responsibilities:• Conduct internal and external penetration testing of networks, web applications, APIs, and cloud environments• Perform advanced red team engagements aligned with MITRE ATT&CK framework• Execute vulnerability assessments and validate remediation efforts through retesting• Develop detailed penetration testing reports with executive summaries and remediation guidance• Conduct threat modeling, attack path analysis, and privilege escalation assessments• Review application security, authentication, access controls, and secure coding practices• Support incident response investigations and recreate attack chains for root cause analysis• Assess Zero Trust architecture, identity security controls, and micro-segmentation strategies• Conduct phishing simulations and social engineering exercises• Collaborate with engineering, DevOps, infrastructure, and leadership teams to strengthen enterprise security posture• Support compliance initiatives aligned with NIST, OWASP, CIS, FedRAMP, and FISMA frameworksRequired Skills:• Bachelor’s degree in Computer Science, Information Systems, Engineering, Cybersecurity, or related discipline• 8+ years of progressive cybersecurity experience• 5+ years of hands-on experience in penetration testing or red team engagements• Strong expertise in network penetration testing, web application security testing, API testing, and vulnerability management• Experience with penetration testing tools such as Metasploit, Burp Suite, Nmap, Wireshark, Nessus, etc.• Strong understanding of MITRE ATT&CK, OWASP Top 10, NIST Cybersecurity Framework, and NIST 800-53• Experience with scripting/programming languages such as Python, PowerShell, Bash, or C/C++• Experience supporting incident response and security validation testing• Strong understanding of secure coding, SAST/DAST concepts, IAM, and network segmentation• Ability to communicate technical findings to executive and non-technical stakeholders• Experience working within government or highly regulated environmentsPreferred Skills:• OSCP, GPEN, GXPN, CEH, or equivalent offensive security certifications• Experience leading advanced red team and adversary emulation exercises• Experience with AWS/Azure cloud security assessments• Experience with Docker/Kubernetes and CI/CD pipeline security testing• Knowledge of Zero Trust architecture and identity-centric security controls• Experience supporting FedRAMP, FISMA, or IRS Pub 1075 compliance environments• Strong source code review and exploit analysis experience in Java or other compiled languages_______________________________________V Group Inc. is an IT Services company which supplies IT staffing, project management, and delivery services in software, network, help desk and all IT areas.
