Director of Community Development

The Community Development Director serves as a member of the City's executive leadership team and provides strategic oversight of Planning and Zoning, Building Permits & Inspections, GIS Mapping, and Recreation. This position is responsible for directing long-range planning initiatives, supervising divisional managers, overseeing development review processes, guiding policy implementation, and preparing departmental budget recommendations to the City Manager. The purpose of this position is to lead the development of community projects and programs to enhance the city's residential and commercial development potential. This is accomplished by recommending new development projects and communicating with city leaders, boards and commissions, and constituents. Other duties include developing and implementing departmental policies and procedures and interfacing with other departments and employees. It also includes responding to inquiries from citizens, vendors, architects, engineers, and developers. This position supervises divisional managers and manages the performance and effectiveness of departmental operations.Minimum Qualifications:Requires seven (7) to ten (10) years of directly relevant experience in Community Development or a closely related field, within a municipal government environment.Bachelor's degree is preferred but not required. Consideration may be given for experience and degrees in other relevant disciplines such as planning and zoning, architecture, engineering, or closely related fields from an accredited institution.Certification by the American Institute of Certified Planners (AICP) is preferred.A valid Texas Driver's License is required.Special Requirements:This is an Essential Services position. The employee will be required to provide services in the course and scope of employment for the benefit of the general public during emergency situations that threaten the safety of Webster's citizens.Skills, Knowledge, and Abilities:Ability to read, analyze, and interpret reports, legislation, plats and plans, industry guidelines, ordinances, and legal documents. Ability to deal with a system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement. Ability to write reports, internal and external communications, and presentations with proper format, punctuation, spelling, and grammar. Ability to effectively present information to management, public groups, boards, commissions, Mayor, and City Council.Salary and Benefits Include:Salary is commensurate with experience and qualifications.
