BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.Position SummaryBB&E is seeking a dynamic and detail-oriented Environmental Program Manager for an on-site position to fulfill all requirements of the Performance Work Statement (PWS) for our NASA Environmental Support Services (NESS) contract located in Greenbelt, MD and Wallops Island, VA. The on-site Environmental Program Manager will provide the planning, coordination, technical direction, and surveillance of the program team and activities necessary to ensure disciplined performance of work and timely application of resources for the accomplishment of the Performance Work Statement (PWS).Job Duties & ResponsibilitiesEnsure environmental technical expertise and support services are obtained, directed, and managed successfully to complete the PWS and prepare all deliverables and Contract Data List Requirements (CDRLs) for the Environmental Compliance program at NASA Goddard Space Flight Center and Wallops Flight Facility. The on-site program manager must have at least 3 years' Environmental Program Management Experience, including indirect services procurement (i.e. management of subcontracts); be a subject matter expert in at least one compliance media (e.g. water, air, tanks, waste); and have multi-media environmental experience with federal and state regulatory compliance and in risk assessmentsManage all project elements including NESS staff, internal project teams, multiple subcontractors, vendors, and relationships with NASA and regulatory personnel in accordance with PWS requirements and BB&E standard operating proceduresOrganize and execute project work including the appropriate delegationLead project teams in a focused collaborative effort through successful execution of project requirements. Demonstrate subject matter expert skill sets to support private and government sectorsLead, mentor, and train junior staff, provide direction, vision, and strategy for the company and the projectProvide overall management and administrative functions to ensure that the team are available, and resources allocated and that the PWS tasks and deliverables meet performance requirements. The Team Lead shall ensure that all labor, services, and materials necessary for program management, business management and associated services to meet the PWS are successfully deliveredProcess the payments of Permits/Fees related to the work on this contractUtilize NASA furnished databases or other NASA-authorized software. Notify, document, and obtain concurrence of the Contracting Officer's Representative (COR) and approval of the Contracting Officer (CO) for all deviations, waivers and non-compliance to the requirements specified in this PWSMaintain a comprehensive Safety and Health Plan. Complete and deliver a monthly technical report covering all CLINs on the contract no later than five business days after the end of the month. Track and report all workplace-related injuries, property damage, and near misses. Aggregate for all contract personnel and submit a Contractor Monthly Accident ReportRequirementsKey Qualifications U.S. Citizenship is required Ability to successfully pass a federal agency background check is required Knowledge:Federal Experience is requiredMust be adept at problem-solving, including being able to identify issues and develop solutionsDemonstrate exceptional project management skills and abilitiesAbility to lead and counsel employees, able to resolve difficult or sensitive matters.
