DESCRIPTION OF SERVICESThe Texas Health and Human Services Commission (HHSC) requires the services of one (1) Business Analyst 2 to support the Compliance and Quality Control (CQC) Division in the transformation of the Solicitation Review System (SRS).This position involves analyzing, documenting, and validating business and technical requirements for the migration of the current system—built on Microsoft Forms, PowerAutomate, Excel, and PowerBI—into a redesigned solution using Jotform.The selected candidate will work under limited supervision with considerable latitude for initiative and independent judgment and will collaborate closely with the Senior Systems Advisor and business stakeholders.Note: All deliverables are considered "works made for hire" and remain the property of HHSC.________________________________________II. PROJECT OVERVIEWThe project focuses on modernizing the existing Solicitation Review System by:• Migrating workflows from Microsoft Forms & PowerAutomate → Jotform• Transitioning Excel-based data storage to structured data models• Supporting redesign of PowerBI reporting dashboards• Ensuring seamless integration of legacy and new data for analytics• Enhancing workflow automation, reporting, and data quality________________________________________III. JOB SUMMARYThe Business Analyst 2 will:• Lead requirements gathering and stakeholder engagement• Perform gap analysis between current and future system states• Document functional and technical requirements• Support testing, validation, and implementation activities• Ensure alignment between business needs and technical solutions________________________________________IV. KEY RESPONSIBILITIES1. Requirements Gathering & Documentation (40%)• Conduct and lead stakeholder meetings and workshops• Elicit, analyze, and document business and system requirements• Create detailed functional specifications and process documentation2. Gap Analysis (20%)• Analyze current system workflows, data structures, and reporting• Identify gaps between existing and target systems• Recommend improvements and solutions3. Collaboration & Testing (30%)• Work closely with Senior Systems Advisor on implementation• Develop and maintain requirements traceability matrix• Support system testing, UAT, and validation activities4. Reporting & Communication (10%)• Provide weekly status updates to leadership• Track risks, issues, and project progress________________________________________V. REQUIRED SKILLS & EXPERIENCEMinimum Requirements• 7+ years of Business Analysis experience• Strong experience in:o Requirements elicitation & documentationo Gap analysiso Testing and validation• Government/Public sector experience (MANDATORY)• Experience working on similar system transformation projectsPreferred Skills• Microsoft Excel (Advanced)• PowerBI (5+ years)• PowerAutomate (5+ years)• Jotform (1+ year)• Experience with workflow automation and reporting systems________________________________________VI.
