Human Resources Business Partner
Job Title: HR Business PartnerPosition DescriptionThis role serves as a strategic and operational Human Resources partner responsible for supporting multi-state HR functions across Colorado, Texas, and surrounding regions. The position oversees employee relations, recruiting, onboarding/offboarding, compliance, training, benefits administration, and HR operations while ensuring alignment with company policies, labor laws, and contract requirements. The role also leads key HR initiatives related to Colorado expansion planning, HRIS/process improvements, employee portal implementation, audit readiness, and workforce development, while partnering closely with operational leadership to drive compliance, employee engagement, and organizational effectiveness across both field and office environments.**This is an on-site position, working between both offices at our Denver and Broomfield, CO location.** Key Responsibilities:Planning & ExecutionLead HR planning efforts for the Colorado office expansion in preparation for new contracts projected for 2026. Conduct research on compliance and contractual requirements; advise operational leadership on obligations, risks, and readiness.Coordinate with the HR team to ensure consistent processes, aligned deliverables, and support for Colorado, CDOT, and surrounding state contract requirements, including preparation for potential audits (EEOC, policy, training).Participate in Trimble HRIS meetings to stay informed on new functionalities, training updates, and system corrections.Support the New Hire Form Project with MSP Digital Approver by providing data and process insights.Lead implementation of Colorado PTO in the Employee Portal for both field and office staff, ensuring compliance with state laws requiring PTO display on paystubs and full employee access to pay documents.Conduct Truck Allowance audits with the Equipment Department to determine policy alignment and eligibility.Employee RelationsProvide employee relations support for Colorado, San Antonio, Dallas, and Houston, including both office and field employees.Conduct and document investigations; review and advise on terminations, disciplinary actions, and corrective plans.Offer guidance on employee concerns, conflict resolution, performance improvement plans, and policy interpretation.Ensure compliance with state and federal labor laws while promoting a positive, inclusive, and respectful workplace culture.Onboarding & OffboardingLead onboarding and offboarding for all Colorado employees and for Superintendent-level positions and above in Dallas, San Antonio, and Houston; provide backup support to the HR team as needed.Create requisitions in the HR portal and manage onboarding workflows including documents, background checks, drug screens, and driver packets.Process all new hire documents, maintain VP HR profile, and push data to payroll.Submit driver packets to the Equipment Department and AP and maintain accurate records.Order IT equipment (computers, phones, iPads, monitors, docking stations) and coordinate distribution.Manage Vision MVR records, adding new drivers, removing terminated drivers, and handling MVR requests; perform monthly audits with the Equipment Department.Learning & DevelopmentFacilitate monthly training sessions for employees.Develop and deliver training programs including: Understanding FMLA & Manager Responsibilities, Time Theft in the Workplace, and Confidentiality & Protected InformationManage RMC access and oversee training modules related to driving, customer service, and role-specific competencies.HR OperationsAttend Foreman meetings in Colorado and support the formation of a Safety CommitteeComplete EEOC reporting required for Texas TxDOT contractsQualifications:Bachelor’s degree in Human Resources, Business Administration, or related field5+ years of HR operations, HRIS, benefits, payroll support, or HR business partner experienceExperience supporting multi-location or construction/field operations environments preferredStrong understanding of HR operations, compliance, and employee lifecycle administrationExperience with HRIS systems, benefits administration platforms, and reporting toolsAdvanced proficiency in Microsoft Excel and reporting analyticsStrong organizational, analytical, and problem-solving skillsExcellent communication and interpersonal skillsAbility to manage multiple priorities in a fast-paced environmentAbility to maintain confidentiality and handle sensitive information professionallyEqual Opportunity and Affirmative Action EmployerHarper Brothers Construction is committed to fostering an inclusive work environment.
