The employees in this class direct the activities of subordinates engaged in the billing, investigation, collection of revenues and interviewing of taxpayers and petitioners. Work includes ensuring appropriate protocol and standard operating procedures for the billing and collection of revenues. Work includes monitoring daily and weekly metrics in the areas of service, quality and performance, using specialized software to evaluate work and prepare reports. Employees ensure conveyance of a positive image and handle a large volume of revenue collections work in a friendly and professional manner. Work is performed under the general direction of an administrative superior. PREFERENCE FOR PHILADELPHIA RESIDENTSCandidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score. To receive such preference, candidates must respond to the question regarding residence later in this form. The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements. Candidates must meet requirements: ANTICIPATED ELIGIBILITY Candidates who meet all eligibility requirements within 6 months of the application deadline will be admitted to this examination. Minimum Training, Education, and Experience Requirements:CIVIL SERVICE STATUS:Presently employed by the City of Philadelphia with permanent Civil Service status in the Revenue Department with a performance rating of Satisfactory or higher. AND 2. EducationEducation equivalent to the completion of the twelfth school grade. AND General ExperienceWATER SPECIALTYTwo years of revenue collection experience, giving information and eliciting information from the public, in person, by telephone or through an automated call distributor telephone system, or two years of fieldwork investigating delinquent water and sewer accounts and gathering facts in order to effect the collection of municipal revenues. AND Specific ExperienceWATER SPECIALTY Two years of experience supervising employees engaged in high-volume utility billing and/or collections, payment processing work, or two years of experience supervising employees investigating water/sewer delinquents and gathering facts in order to effect the collection of municipal revenues.
